On 11/20/2024, Licensing Program Analysts (LPAs) Joaquin Mendez and Fernando Hernandez conducted an unannounced One Year Required Inspection of the abovementioned Family Child Care Home (FCCH). LPAs met with Rocio Arroyo Sorto, Licensee of the FCCH and explained the purpose of the inspection. At the time of the inspection, LPAs observed seven (7) children on site with one (1) assistant. There are three (3) adults that live in the home and three (3) adults have fingerprint clearance.

LPAs, in the company of Licensee toured the interior and exterior of the FCCH that are included in the daycare. This home consists of living room, dining area, kitchen, three (3) bedrooms, two (2) bathroom, back outdoor patio, and outdoor play area in front of the home. The FCCH’s living room, kitchen, dining area, and one (1) bathroom are accessible for childcare services. Meanwhile, three (3) bedrooms and outdoor back patio are off-limits to children in care. LPAs observed door safety knobs on the bedroom doors and observed a gate in the hall making the bedrooms inaccessible to children in care.

· The FCCH was observed to be clean and orderly.
· The FCCH has ventilation to afford for the children’s comfort.
· LPAs observed sharps are stored in the kitchen’s locked elevated cabinet and inaccessible.
· Cleaning compounds were observed in the locked closet in the hall and inaccessible children in care.
· Family medications are in an elevated cabinet in the kitchen and inaccessible to children in care.
· The bathroom used for childcare is clean and free of toxins.
· LPAs observed toys, furniture, and equipment in the FCCH are age appropriate and in good condition.
· LPAs notes there are plenty of activities for children indoors.

Required forms are predominantly posted on the entrance of the FCCH.

· LPAs observed a combination smoke and carbon monoxide detector in the FCCH. The combination carbon monoxide detector and smoke detector and was tested at 2:56 PM and found to be operable.

· The FCCH has a regulation fire extinguisher on site which was serviced on 8/28/2024. LPAs reminded the Licensee to either service or purchase a regulation fire extinguisher annually.

· The FCCH maintains working telephone services.

LPAs notes the outdoor back patio is inaccessible. Licensee reports that Licensee and children walk to the nearby park for outdoor time. Licensee and LPAs discussed active supervision every time Licensee takes children out of the home to go to the park.

· Children have access to filtered water by means of individual bottles.

· LPAs did not observe any bodies of water in the home. However, the Licensee stated there is a pool on the far side of the apartment complex. The licensee stated you need a key to enter, and she does not have one and has never used the pool.

LPAs reviewed children's records. The records are current, complete, and possessed emergency contact information and immunization records. Licensee does have infant age children enrolled.

· Licensee is aware of the infant safe sleep regulations.

The Licensee's records were reviewed.

· A review of the FCCH's fire drill log shows the last drill occurred 10/24/24 at with 8 children present.

· Licensee’s pediatric CPR and First Aid certification expires on 9/07/2026.

· Licensee’s Mandated Reporter training certificate expires 2/07/2026.

· The Licensee informed LPAs no firearms or ammunition are stored on site.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record

clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Licensee states she does not provide Incidental Medical Services (IMS). IMS policy was discussed. For IMS information see PIN 22-02CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPAs discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep, as an additional resource. LPAs also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

During the exit interview, the Licensee Rocio Arroyo Sorto, confirmed that there are no Registered Sex Offenders living in the facility and LPAs completed the RSO profile on 11/20/2024 in FAS.

Licensee was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

No prohibited equipment will be allowed or used in the home. No baby bouncers, No infant walkers, No Johnny jumpers, No saucer chairs, No trampolines and any other item that falls into that category are not permitted in the facility.

There were no deficiencies cited at this time.

Exit interview conducted and report was reviewed with the licensee Rocio Arroyo Sorto in preferred language, Spanish.

A notice of site visit was given to Licensee Rocio Arroyo Sorto and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.
