On November 10, 2022 at 1:00 PM, Licensing Program Analyst (LPA) Susana Martinez conducted an announced pre licensing inspection for an infant center with a toddler option. Prior to entering the facility, LPA met with administrator Taundra Pitchford and director Loida Mesa. LPA conducted a COVID-19 risk assessment. All answers indicated no exposure to COVID-19. LPA discussed the nature and purpose of the inspection. Adults in the Childcare center have obtained a criminal background clearance. Applicant, director and LPA toured the facility inside and outside.

The center will be operating Mon- Fri from 7:30 am- 5:30 PM in Building I. Licensee states the center plans to provide AM and PM snacks only. No bodies of water were present at the time of the inspection. LPA observed sufficient cubbies for children to place belongs in. Napping cots were observed to be clean and readily available for children in care. Licensee states they plan to serve children who are at least 1 year old and older and do not plan on using cribs. Children over 1 year old can climb out of cribs, therefore cots will be used. Licensee states children who do not nap will be redirected to outdoor play and/or will be re-directed to indoor play separate from the napping children. There are two restrooms available. In the first restroom there are 2 toilets, 1 sink and 1 changing table within arms reach of the sink. In the second restroom there is 1 toilet, 1 sink, and a changing table is planned to be placed within arms reach of the sink.

The room is divided in two sections. The toddler section has the capacity to accommodate 11 children at a time. The infant section has the capacity to accommodate 6 infants at a time. Total capacity allowed in the room is for 17 children at a time. Age-appropriate toys and learning materials were observed throughout the indoor spaces. A first aid kit was also observed to be readily available. The outdoor space has ample amount of space and age-appropriate toys along with shaded areas for children in care.

A fire clearance was granted by the Santa Barbara County Fire Department on 11/3/22. A carbon monoxide detector was observed to be mounted on the wall. Two fire extinguishers were also observed to be mounted in the room.

LPA provided and reviewed with Site Supervisor the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted. LPA discussed information capacity, ratios, current Covid-19, and safe sleep requirements. Site Supervisor was made aware that it is the facility's responsibility to know the current regulations for a CCC which can be accessed on-line at www.cdss.ca.gov.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Director and administrator were reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.



The center meets Title 22 Division 12 requirements. License will be effective today, 11/10/2022 for total capacity of 17 children.

Exit interview conducted, appeal rights were given, and report was reviewed with the Applicant Taundra Pitchford and director Loida Mesa.
