On 8/7/2024 at 2:30 PM, Licensing Program Analyst (LPA) Gigi Reyes conducted an unannounced Required inspection at the above Family Child Care Home (FCCH). LPA met with Licensee Flor Carmona and discussed the purpose of the inspection. FCCH operates Monday to Friday, from 5:30 AM to 4:30 PM. Licensee cares for children 0-9 years old.

LPA and Licensee toured the inside and outside of the home. LPA observed 4 napping children, one of them is an infant. The home is a one story dwelling with 3 bedrooms and 2 baths. Accessible areas for children are the living room, dining area, one bedroom converted into day care room, one bathroom and the fenced backyard. Off limit areas are kitchen, 2 bedrooms, one bathroom and the front yard. The 2 bedrooms have additional chain lock on top of the doors, while kitchen is barricaded with a child’s safety gate making them inaccessible to children.

The home is clean and organized, bathroom for children’s use is free of toxins. Smoke and carbon monoxide detectors were tested and found functional; the regulation fire extinguisher was purchased on 2/26/2024. Age-appropriate toys, book, cots, and playpen and equipment were observed in the home. LPAs also observed age-appropriate play equipment and toys in the backyard.

LPA reviewed the facility file and found that the Pediatric CPR and First Aid certificate is current with expiration date of 12/10/2024 while Mandated Reporter Training was completed on 11/30/2022 and need to be renewed by 11/30/2024. LPA reminded Licensee of her responsibility to renew the required training. Children’s records were reviewed and found complete. It was noted that Licensee checks and documents the napping infant every 15 minutes. The Individual Safe Sleep Plan was filled out for infants 0-12 months old. Licensee stated that FCCH conducts and documents fire and disaster drill every month, last drill was conducted on 8/7/2024. Licensee stated there are no guns or ammunition in the home. Licensee has landlord consent (LIC 9149) on file

Licensee, was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee, Flor Carmona and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource.

LPA also informed licensee, the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

The FCCH is not providing Incidental Medical Services (IMS). IMS policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee, Flor Carmona was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the LICENSEE, Flor Carmona confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

During today’s inspection, no deficiency was cited.



A notice of site visit was given to Licensee and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.

Exit interview conducted and report was reviewed with the licensee, Flor Carmona.
