13 | On August 15th 2023 at 8:33AM, Licensing Program Analyst (LPA) Rosie Breault conducted an unannounced complaint inspection for the alleged operation of an unlicensed family daycare operation. Upon arrival LPA met with Thadeus Brewer, husband of provider who identified himself. Provider Sarah Brewer arrived at door and did indicate that she is providing care for children. There were seven (7) children present during this inspection. Provider stated she has been providing care pending recent location change. Provider is currently licensed by Community Care Licensing Division (CCLD) license number #426214212 since 2013.
Provider stated due to an emergency at previous location, family had to move immediately to a new home. Provider did alert CCLD and was in communication regarding the change of location; however due to necessity had to continue care at new home. LPA reviewed roster of children in care during the inspection, and LPA confirmed both she and her husband and fingerprint cleared. Department determine provider is in violation of Section 1596.80 of the Health & Safety Code which prohibits operation of a childcare facility in this state without a license therefore, the complaint allegation of unlicensed care being provided is Substantiated.
Provider previously applied for a Family Childcare Home (FCCH) at this location and Santa Barbra City Fire Department cleared this home for licensure on 7/23/2023.
LPA informed provider that continued operation of the family childcare home poses an immediate risk to children in care as it has not been thoroughly inspected by CCLD to determine that a safe, sanitary and a non-hazardous environment is accorded to all children in care. LPA informed provider she must cease operation of providing non-exempt care and supervision to children. Provider was informed that if they do not cease operation and do not apply for and receive a license; failure to comply will result in the assessment of civil penalties in the amount of $200.00 per day. A Notice of Violation of the law letter (LIC195) was issued to provider. Prelicensing inspection date of this FCCH has been scheduled.
