On August 24st, 2023, at 8:51AM, Licensing Program Analyst (LPA) Rosie Breault conducted an announced inspection for the purpose of performing a Case Management - Change of Location. LPA met with licensee Sarah Brewer and discussed the purpose of the inspection. This is a change of location for the Family Child Care Home (FCCH) license no. 426214212. At the time of the inspection there were zero (0) children present.
LPA and licensee together toured the interior and exterior of the home. Per licensee, the operating hours will be Monday through Friday from 7:45am-5:15pm.

All areas identified on the facility sketch were inspected. This is a single-story home which consists of three (3) bedrooms, two (2) restrooms, one (1) living room, kitchen, dining room, garage, and outdoor play area. The home was inspected for safety, comfort, cleanliness, telephone service, heating and ventilation, inaccessibility to poisons, detergents, cleaning compounds, medicines, and hazardous items that can pose a danger to children. Residing in the home are licensee, husband, and three (3) children (under the age of 18). All adults have been criminally cleared.

Licensee stated that children will have access to: living room, dining room, one (1)bathroom, and outdoor play area. Bathroom and cabinets included are secured by exterior and interior locks when not in use.

Off limited areas excluded from childcare are identified as: All three bedrooms, garage, laundry room (secured by locks), and kitchen secured by gate.

There are age-appropriate toys and napping equipment on the premises. Knives and medication for the family are stored out children’s reach, inaccessible to children, locked/gated/elevated cabinet in the kitchen. The outdoor area has perimeter fencing, ample shade, age-appropriate equipment, and no bodies of water present.

The required fire extinguisher 2A10BC was serviced on 9/14/2022. Combination Smoke detector and carbon monoxide detector was tested at 9:24AM and was functioning at the time of the visit. First Aid and emergency kits are available. Both licensee and husband have current Pediatric First Aid and CPR which expires on 8/18/2025. Per licensee, no firearms or ammunition are present on the property.

Licensee was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Santa Barbara City Fire Department inspected FCCH on 7/23/2023 and cleared home for maximum capacity of 14. LPA reminded licensee if no assistant provider is present at a Large FCCH, then the licensee shall comply with the capacity requirements for a Small FCCH (8 children).

The home meets Title 22 Division 12 requirements for a Large FCCH effective today August 24th, 2023.

An exit interview was conducted, report reviewed, and provided to licensee.
