On 4/17/26, at 10:16 AM, Licensing program analysts (LPA) Brian Fung and Elizabeth Georgec conducted an unannounced inspection at the abovementioned child care center (CCC) to deliver the findings for a complaint related to alleged violation of 2 counts of personal rights and 1 count of lack of supervision. LPAs met with Julie Santoyo, Site Supervisor of the CCC, and advised of the purpose of the inspection. It should be noted LPA observed 25 children on site along with 11 teachers (cleared and associated) providing care and supervision.

The department received a complaint alleging a child was left in soiled clothing for an extended period of time, staff did not provide adequate supervision resulting in child sustaining multiple bites, and child sustained sunburn due to staff neglect or lack of supervision. The investigation included observations, record reviews, interviews with staff, interviews with current and former parents of children enrolled as well as three unannounced site inspections. Staff who were interviewed stated that incident reports are created and comfort and ice are provided to children as needed... (Continued on 809-C)

Children are tended immediately when a bite happened and parents are reported by the end of day or through the app brightwheel. Parents interviewed stated that they all receive notification once an incident with their child occurs and a written documentation is signed in person for incidents that happens from the neck up. Parents are also notified via brightwheel app of all changes of diapers with time stamps. LPAs observed diaper changing logs from the abovementioned facility brightwheel log. Parent interviews also reveals that parents are notified when sunscreens are applied on their child before going outside. LPAs observed staff applying sunscreen during outdoor play on today's inspection.

LPA was unable to corroborate or validate the allegations of the complaint. Further, the center ensures proper active supervision throughout the classroom and outdoor play.

Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegations are UNSUBSTANTIATED.

A Notice of Site Visit (LIC 9213) and Appeal Rights (LIC 9058) are provided to Julie Santoyo. The Notice of Site Visit must remain posted for 30 days or a civil penalty of $100.00 may apply. Exit interview was conducted and report was reviewed with Site Supervisor Julie Santoyo.
