25 | On August 10, 2023, Licensing Program Analysts (LPA's) Susana Martinez and German Negrete conducted an announced pre-licensing inspection. LPAs met with administrator Kim Bruzzese and discussed the purpose for the inspection. Administrator and LPA's toured the facility inside and outside. At the time of the inspection there were no children present.
The center is located on La Patera Elementary School. The center will be utilizing room #24 and room #25 for care. No bodies of water were present at the time of the inspection. The facility plans to operate two sessions Monday- Friday, one from 8:15 AM- 11:15 PM and another from 12:15 PM- 3:15 PM for room #24 and room #25 8:15 aM- 12:15 PM. Administrator’s state snacks will be provided by the school district. LPA's reminded applicant that buildings constructed before January 1, 2010 must test their drinking water within 180 days of licensure. Center administrator states water is delivered by an outside source.
LPA's observed sufficient age-appropriate toys and learning material throughout the facility. No hazards/toxins were observed to be accessible to the children in care. LPA's observed first aid kits throughout the facility. The facility will be using a fenced outdoor space. The facility has a total of 5 children's stalls and 7 sinks.
A fire clearance was granted by the Santa Barbara County Fire Department on 7/27/23.
LPA provided and reviewed with Site Supervisor the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted. LPA discussed information capacity, and ratios. Site Supervisor was made aware that it is the facility's responsibility to know the current regulations for a CCC which can be accessed on-line at www.cdss.ca.gov
Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department.
