On November 12th, 2024 Licensing Program Analyst (LPA) Rosie Breault met with applicant Cathleen Smith for an announced pre-licensing inspection at the above forementioned facility to ensure that health, safety, and personal rights as requires by Title 22 and Health and Safety Regulations governing California Child Care Centers will be met. There were 0 children present during this inspection. This is a single license application 30 children: 8 infants aged 0 to 24 months and 22 preschoolers from 2 years – 5 years old. The facility operates Monday – Friday 8:00AM-5:30PM.

LPA together with applicant toured and measured the on-limits areas and classrooms located at the facility. The facility has a total of 4 classrooms for care. Infants will utilize #1 infant room. Preschoolers will utilize preschool classrooms #2, #3, #4 and central communal area.

LPA observed regulation postings placed in a prominent location, and facility will utilize ProCare app for purposes of signing in and out.

Santa Barbara City Fire cleared facility on 11/5/2024.

Indoor activity space for infants and preschoolers are physically separate from one another. The facility was observed to be clean, safe, sanitary and in good repair, and LPA advised applicant must be maintained as such at all times to ensure the safety and well-being of children, employees, and visitors. Floors of all rooms have a surface that is safe and clean. All classroom furniture and equipment were observed to be maintained in good condition, free of sharp, loose or pointed parts. Tables and chairs were observed to be meet the needs of the children. All play equipment and materials used by children were observed to be age appropriate, and personal cubby spaces are available to children.

The infant classroom has a changing table which has a padded surface no less than one-inch thick covered with washable vinyl or plastic, with a sink in arm’s reach and in good repair. Changing table is not located in the kitchen/food-preparation area. LPA observed crib napping area to be situated separate from the play area with sound absorbing material and visible and accessible to staff. Napping area does not hinder entrance or exit to and from the napping space. Sufficient cribs were present with tight fitted sheets and no objects in or above the cribs. LPA observed a variety of activities that offer auditory and visual stimulation and to meet the needs of children. LPA observed toxins, cleaning supplies, medication boxes to be stored in a locked cabinet in bathroom. Classroom contains waste receptacles with tight cover, in good repair, leak and rodent proof. At the time of the inspection, carbon monoxide was functioning, and fire extinguisher was serviced in April 2024. LPA reminded applicant is to follow Title 22 and Health and Safety Codes regarding Safe Sleep and 15-Minute Checks with written logs at all times.

Preschool classrooms contains a variety of activities for children, comfortable temperature, ample ventilation, and mats for rest and napping. LPA observed waste receptacles to have tightfitting covers, in good repair, leakproof and rodent-proof. LPA did not view disinfectants, cleaning solutions, poisons and other items that could pose a danger accessible to children. Per director, no firearms or ammunition are present on property.

Facility will provide AM and PM snacks, and LPA observed kitchen to be clean, free of rodents or pests and in good working order. LPA advised all food-preparation and storage areas shall be kept clean and free of litter and rubbish; and measures shall be taken to keep all such areas free of rodents and other vermin. Menus shall be in writing and shall be posted at least one week in advance in an area accessible for review by the child's authorized representative. Copies of the menus as served shall be dated and kept on file for at least 30 days. Menus shall be made available for review by the child's authorized representative and the department upon request.

LPA observed 2 separated play yards, 1 designated for infants and 1 designated for preschoolers to avoid comingling. Both play areas provide ample shade, age-appropriate toys and equipment, soft material to absorb falls and accessibility to water. The playgrounds are enclosed by fences at least four feet high to protect children and to keep them in the outdoor activity area and to prevent co-mingling of the age groups. No bodies of water are present on the property.

Drinking water from a noncontaminating fixture or container shall be readily available both indoors and in the outdoor activity area. LPA advised per Health and Safety Code 1597.16(a)(1) Lead Testing and PIN-21-21-CCP Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010 to test their drinking water for lead contamination between January 1, 2020 and January 1, 2023, and then every 5 years after the date of the first test.

Per Written Directive 100700(c)(1) Written Directives for Lead Testing (1) For a license issued on or after July 1, 2022, initial testing results shall be received and posted within 180 days of licensure.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

LPA discussed the Safe Sleep Regulations with director and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed program manager of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain childcare by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms.

The total infant room measures 306.73 square feet and total outdoor play area measures 615.02 sq. feet, which will accommodate applicant’s request for 8 infants.

The total preschool room measures 877.01 square feet and total outdoor play area measures 2018.36 sq. feet which will accommodate applicant’s request for 22 preschoolers.

Total indoor facility capacity is 1183.74 which will accommodate applicant’s total requested capacity of 30 children.
