On 12/28/2023 at 10:01 Licensing Program Analysts (LPAs) German Negrete and Francisca Velazquez conducted an announced Prelicensing Inspection of the above-mentioned home and met with Applicant Maria Torres and son Luis Villa Torres(Land lord). LPAs informed Applicant of the nature and purpose of the inspection. LPAs observed that there are no children on site at the time of the inspection. The Family Child Care Home(FCCH) operating hours will be from Monday- Friday 6:30am- 5pm. The FCCH aims to provide care to school age children, ages 3 months to 12 years old.

LPAs toured the interior and exterior of the home with the Applicant and Son. The Applicant lives in a single story home. The home consists of 3 bedroom, 3 bathrooms, living room, kitchen/dining area, garage, outdoor yard, day care room. Daycare services will be in the daycare room, dining room, bathroom and outdoor yard. Meanwhile, three bedrooms, two bath rooms, kitchen, garage and part of the outdoor yard will be inaccessible to children in care.

LPAs notes there is construction in the FCCH. The Construction is taking place in he garage. The Applicant and her Son submitted supportive documents to CCLD detailing construction and how the applicant will keep the children safe during daycare hours. The FCCH has ample spacing and ventilation for children in care. The restroom to be used for children in care is observed to be clean and free of toxins. LPAs observed sharp items are stored in a kitchen cabinet with child safety lock and there are knives elevated on the kitchen counter. LPAs notes the kitchen is made inaccessible by means of a baby gate. Cleaning compounds were observed under the sink in a cabinet in the Kitchen. Medication in the home is stored in the kitchen pantry on a elevated shelve and in the bedrooms.

LPAs observed a required fire extinguisher( 2A10BC) in the home which was purchased on 12/27/2023. LPAs reminded Applicant of the responsibility to service or purchase a regulation fire extinguisher annually. The home has a smoke and carbon monoxide detectors which were tested at 10:33AM and found to be operable.

LPAs observe the outdoor yard to be completely fenced and there was shading. LPAs observes that the two locked sheds are safe and secure with a padlock. LPAs observed that there are no bodies of water. The applicant reported there are no guns or ammo in the home.

LPAs record review revealed Applicant completed Preventative Health training on 2/23/23. Furthermore , Applicant completed Mandated Reporter training on 6/25/23, and Pediatric CPR/First Aid (EMSA approved) on 8/4/23. FCCH orientation was completed on 9/6/2023. LPAs reminded Applicant of obligation to maintain current training and certifications.

The applicant, provided proof of control of property. Because the applicant, rents/leases the home, proof of landlord notification is required. The LPAs observed the Property Owner/Landlord Notification form (LIC9151) that the applicant confirms was provided to the property owner/landlord. The applicant obtained a signed Property Owner/Landlord Consent form (LIC 9149).



Applicant does not have liability insurance. LPAs provided Applicant with Affidavit Regarding Liability Insurance form (LIC 282).

LPAs reviewed with Applicant the LIC 311D, Forms/Records To Keep In Your Family Child Care Homes, children’s forms/records, facility forms/records, and information to be posted.

Applicant was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Continued 809-C

On this date, 12/28/2023, the California Attorney General - Megan’s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility address. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ.

LPAs discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleepwebpage athttps://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-slewp as an additional resource.

Applicant, was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

LPAs also informed Applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters. Furthermore CCLD will send providers other important information through different communication platform..
