On September 26, 2024 Licensing Program Analyst (LPA) Giovani Gonzalez conducted an announced Prelicensing inspection at the above-mentioned residence. LPA met with applicant Juanita Ramirez and informed them the purpose of the inspection. Applicant informed LPA the intention to maintain operating hours 5AM-5PM, Monday to Friday , and to provide care for children ages 1-13 years old. At the time of the inspection there was 1 child present.

LPA in the company of the applicant toured the interior and exterior of the home in its entirety. The residence is a single story house consisting of the 4 bedrooms 2 bathrooms, living room, kitchen, dining area, backyard and ADU. LPA notes the adults living in the ADU have a criminal record clearance. The home will be using the living room, dining area, 1 bathroom and backyard while the remainder of the home is excluded from care.

LPA observed the interior of the home to be clean and orderly. LPA observed there to be sufficient space and ventilation for children in care. LPA observed the living room to have age appropriate toys and equipment. LPA observed a fire place in the living room that has a cover and is secured with a child proof lock. LPA observed the dining area to be free of hazards. LPA observed all the lower cabinets and drawers in the dining area to be secured with child proof locks as well. LPA observed the kitchen area to be made inaccessible to children via child proof gates blocking both entrances. LPA observed medication and sharps to be stored in an elevated kitchen cabinet that is beyond the reach of children. LPA observed the hallway closets and rooms to be made inaccessible via child proof locks. LPA reminded applicant in order for areas to be inaccessible they must be secured. LPA observed the bathroom to be used for children to be clean and free of toxins.

LPA observed the backyard to be completely enclosed. LPA observed the backyard to have sufficient space for children's activities. LPA notes the side of the home is made inaccessible via a child proof gate. LPA

reminded applicant that in order for the side of the home to be inaccessible the gate must be closed at all times. LPA observed 2 storage shed that were secured with a lock. LPA reminded applicant that they must be secured during daycare hours. LPA observed the exit way to be secured as well. LPA did not observe any bodies of water.

LPA observed a fire extinguisher that satisfies regulation (3A40BC) which was purchased on 5/23/2024. LPA reminded applicant that it is their responsibility to purchase or service a regulation fire extinguisher annually. The home has a smoke detector and a carbon monoxide detector which were tested at 10:11 AM and found in working order. Applicant stated there are no fire arms in the home.

LPA's record review revealed applicant's Preventative Health Training was completed on 3/6/2024. Further, applicant completed Mandated Reporter training on 11/29/2023 and Pediatric CPR/First Aid (EMSA approved) on 2/1/2024. Applicant completed FCCH orientation on 8/17/2023. LPA reminded applicant of obligation to maintain current training and certifications.

Applicant was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

The applicant provided proof of control of property.

LPA reviewed with applicant the LIC 311D, Forms/Records to Keep In Your Family Child Care Homes, children’s forms/records, facility forms/records, and information to be posted. Entrance Checklist was provided to the applicant.

LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

On this date, 9/26/2024, the California Attorney General - Megan’s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ.

Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms.

The home meets Title 22 of CCR requirements for a Small Family Child Care license. The effective date of license is noted as the present 9/26/2024. Exit interview conducted and report was reviewed with the applicant Juanita Ramirez. Notice of Site Visit was given.
