On August 15, 2024, Licensing Program Analyst (LPA) Rosie Breault and LPA Elizabeth George conducted an announced prelicensing inspection at the above aforementioned center to ensure that health, safety, and personal rights as required by Title 22 and Health and Safety Regulations governing California Child Care Centers will be met. There were 0 children present at the time of the inspection. LPAs met with applicant Erin Metcalf and Director Sarah Moore. Applicant applied for a preschool center to provide care and supervision for 48 children age 2 years to entry into first grade as a change of ownership. The facility will operate Monday – Friday 7:00AM – 5:00PM.

Director, applicant, and LPAs toured and measured the on-limits areas and classrooms located at the facility. Director stated parents and authorized representatives will utilize Playground App for the purposes of signing in and out. LPA observed required postings placed in a prominent location. The facility utilizes 3 classrooms and 1 “main room” for the purposes of care and supervision designated as rooms #1, #2, #3. There are 4 toilets, 1 urinal and 5 sinks available for children’s use.

The facility was observed to be clean, safe, sanitary, and LPAs advised applicant the facility must be maintained in good repair at all times to ensure the safety and well-being of children, employees, and visitors. The facility will offer AM and PM snack for children and menus shall be in writing and shall be posted at least one week in advance in an area accessible for review by the child's authorized representative. LPAs observed kitchen to be clean, free of rodents, and equipment functioning at the time of the inspection. Floors of all rooms have a surface that is safe and clean. Furniture and equipment were observed to be maintained in good condition, free of sharp, loose or pointed parts. Tables and chairs were observed to be meet the needs of the children. At the time of the inspection, all toxins, cleaning supplies, poisons were rendered inaccessible to children by locked cabinets. Carbon monoxide detector present and functioning at the time of the inspection, and fire extinguisher was last serviced 08/02/2024 and first aid kits available. Per director, no firearms or ammunition are present on property.

Santa Barbara County Fire Department cleared facility on 08/13/2024.

The preschool classrooms contain age-appropriate toys, equipment, sufficient number of mats for napping, and cubbies for individual items. LPAs observed comfortable room temperature, access to filtered water, ample play activities for stimulation, and LPAs observed waste receptacles with tight fitting lids.

The outdoor area consists of one large yard. LPAs observed play yard to be enclosed by regulation fencing and contains age-appropriate play structure with slide, soft padding to absorb falls, sandbox free of debris, ample shade, equipment, and water fountain. 2 sheds are present outdoors which house toxins, cleaning supplies and yard equipment and LPAs observed both sheds to be rendered inaccessible by locks. No bodies are present on property.

Drinking water from a noncontaminating fixture or container shall be readily available both indoors and in the outdoor activity area. LPA advised per Health and Safety Code 1597.16(a)(1) Lead Testing and PIN-21-21-CCP Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010 to test their drinking water for lead contamination between January 1, 2020 and January 1, 2023, and then every 5 years after the date of the first test.

Per Written Directive 100700(c)(1) Written Directives for Lead Testing (1) For a license issued on or after July 1, 2022, initial testing results shall be received and posted within 180 days of licensure.

Applicant and director were reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

LPA reviewed with applicant and director the LIC 311A, Records to Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

The total facility indoor capacity measures 1,680.95 square feet which can accommodate applicants request for 48 preschool children.

The total outdoor facility capacity measures square 5,728.36 feet which can accommodate applicants request for 48 preschool children.
