On 3/20/2025, at 1:30 PM, Licensing Program Analyst (LPA) Joaquin Mendez arrived to conduct an unannounced Case Management inspection at the Gomez-Guevara Family Childcare Home (FCCH). LPA met with licensee, Esmeralda Gomez-Guevara and explained the reason for the visit. LPA observed three (3) adults in the home during today’s visit. LPA confirmed via LIS, all adults have CRC (Criminal Record Clearance). Additionally, LPA observed two (2) children in care during today’s inspection. Licensee was reminded that any changes in hours of operation should be notified to the department.

LPA discussed the purpose of the inspection with the licensee. FCCH operates from Monday to Sunday, 12:00 AM to 11:59 PM. The licensee is updating the FCCH and moving from the ADU to the inside of the home for daycare use. LPA received an updated LIC279 and LIC999. The licensee states the ADU will for future purposes be an inaccessible area to children.

The licensee submitted an application on March 06, 2025, to move care from the previously licensed ADU to the home at the above-mentioned address. City Permits confirm the home and the ADU share the same address (1903 s. Olympia Dr. Santa Maria, Ca. 93458). The home consists of three (3) bedrooms, two (2) bathrooms, a living room, dining room, kitchen, back yard, and garage. The licensee states the area of the home which will be used for day-care are the living room, one (1) hallway bathroom, kitchen, dining room, and backyard. Meanwhile the rest of the home is made inaccessible by a gate preventing access.

during today’s inspection.
· LPA observed a regulation fire extinguisher (2A10BC) in the area for childcare which was purchased on 3/07/2025. LPA reminded licensee of the responsibility to service or purchase a regulation fire extinguisher annually.
· The residence has multiple combination smoke detector and carbon monoxide detectors mounted throughout the home. A combination smoke and carbon monoxide detector were tested at 3:10PM and found to be operable.
· LPA observed cribs and playpens for children’s sleeping needs.
· LPA observed the residence to be clean and orderly.
· The residence has spaced and ventilation for children in care.
· The restroom to be used for children in care is observed to be clean and free of toxins.
· Sharps are in elevated locked cabinet in the kitchen making them inaccessible to children in care.
· Medications are in an elevated locked cabinet in the kitchen inaccessible to children in care.
· Chemicals and cleaning supplies are in a locked cabinet in the kitchen and inaccessible. LPA reminded the licensee the importance of securing the inaccessible chemicals to children in care.
· Water will be supplied by individual cups and the applicant will provide water bottles as needed.
· The homes garage is in an inaccessible part of the home.

The back yard will be used by FCCH.
· LPA observed the back yard to be enclosed by a cement wall with an emergency exit gate if needed. · LPA notes an area inaccessible to children is fenced off. In the area is BBQ equipment.
· In the Back yard are various toys and equipment for the enjoyment of children of various ages. Additionally, LPA reminded Applicant to replace play equipment and toys when such items began to degrade or are not in good repair.
· LPA observed no bodies of water in the back yard.

Licensee is current with the required training.
· Pediatric CPR and First Aid expires on 8/27/2026.
· Mandated reporter training expires on 9/06/2026. The licensee was reminded to keep required certifications current.

No prohibited equipment will be allowed or used in the home. No baby bouncers, No infant walkers, No Johnny jumpers, No saucer chairs, No trampolines and any other item that falls into that category are not permitted in the facility.

As of this date, March 20, 2025, the following areas in the home will now be accessible to day care children: Living Room, Dining area, Kitchen, hall bathroom, and fenced Backyard.


The off-limit areas are three (3) bedrooms, one (1) bathroom, garage, and ADU.

During the exit interview, the LICENSEE, Esmeralda Gomez-Guevara confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS on 3/20/2025.

No deficiency was cited during today's inspection and effective as of, 3/20/2025 the home is approved for use as a designated day care area. However, a LIC9102TA was cited. (see LIC9102).



A notice of site visit was given to Licensee, Esmeralda Gomez-Guevara, and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.
