On 03/11/26, at 10:10 AM, Licensing Program Analyst (LPA) Brian Fung conducted an unannounced inspection at the abovementioned Child Care Center (CCC) to deliver the findings for a Complaint related to alleged violations of lack of supervision at the Child Care Center. LPA met with Meghan Stallworth, Site Supervisor of the CCC, and advised of the purpose of the inspection. It should be noted LPA observed 29 children on site along 10 teachers, 1 site supervisor, and 1 office assistant (cleared and associated) providing care and supervision.

The investigation included observations, record reviews, interviews, camera footage review, and two unannounced site inspections. As noted above, the specific allegations of the Complaint are Child is not being supervised while doing activities.

Interview and record reviews reveals that teachers are diligent with reporting incident reports via app on Care Connect and printing physical copies of incident reports to parents

Staff report that children are constantly supervised and spread out around the classroom for best practice of active supervision. Trainings were provided to teachers about active supervision. Teachers implement different soothing strategies when children are having a harder time regulating emotions. Children are provided with options and reminders to children of safety expectations. Teachers document child's day with pictures and notes to parents to keep track of every child's day to day and well-being.

LPA observed surveillance footage of the date of the alleged complaint date and random selected days and found teachers to be actively supervising children throughout the day.

LPA was unable to corroborate or validate the allegations of the Complaint. Contrary to the Complaint, the individuals on site are cleared and associated with the CCC. Further, the site supervisor ensure proper care, which includes constant supervision.

Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegations are UNSUBSTANTIATED.

A Notice of Site Visit (LIC 9213) is provided to the site supervisor. The Notice of Site Visit must remain posted for 30 days or a civil penalty of $100.00 may apply.
