On February 24, 2025, Licensing Program Analysts (LPA) Bill Billones and Giovani Gonzalez conducted an announced Prelicensing inspection at the above-mentioned residence. LPAs met with applicant Sandra Vanegas and informed them the purpose of the inspection. At the time of the inspection no children were present. Applicant inform LPAs the intention to provide care for children ages 1 to 5 years old and to have operating hours of 7:30 AM-5:00 PM, Monday to Friday.

LPAs in the company of the applicant toured the interior and exterior of the residence in its entirety. The residence is a two level home consisting of 2 bedroom, 2 bathrooms, living room, dining area, kitchen, laundry room and play room. The home's downstairs’ playroom and bathroom will be used for child care purposes while the remainder of the home will be excluded from care.

LPAs observed the interior of the home to be clean and orderly. LPAs observed the play room to have sufficient space and ventilation for children in care. LPAs observed the playroom to have plenty of children's equipment and to be free of hazards. LPAs observed the upstairs area where there are 2 bedrooms, living room, kitchen, dining room, and bathroom, to be inaccessible to children in care. There is a fireplace in the living room that is blocked off. An open face heater was observed in the living and applicant states the children are not allowed in this area of the home. LPAs observed the laundry room to be inaccessible and that all detergents and cleaning products are located in a cabinet, outside the reach of children. LPAs reminded applicant they must ensure all cleaning products are inaccessible to children in care. LPAs observed the bathroom to be used for children to be clean and free of hazards. LPAs observed the stairs to be blocked with a child proof gate. LPAs note the bedrooms are made inaccessible with the child proof gate since all bedrooms are located on the second floor. LPAs reminded applicant that in order for areas to be considered inaccessible they must have the child gate up when children are present.

LPAs observed the backyard area to be under construction with an accessory dwelling unit (ADU) being built. Applicant states the construction will be completed in April of 2025 and the area will be off limits to children in care in the meantime. LPAs requested a construction safety plan from the applicant to ensure safety measures are to be taken to prevent access to the construction site to children in care. LPAs reminded applicant that all adults living at the noted address need a criminal record clearance.

LPAs observed a fire extinguisher that satisfies regulation (2A10BC) which was serviced on 1/29/2025. LPAs reminded applicant that it is their responsibility to purchase or service a regulation fire extinguisher annually. LPAs observed the home has a combination smoke and carbon monoxide detector which was tested at 9:37 AM and found to be operable. Applicant stated that there are no fire arms or ammunition in the home.

LPAs’ record review revealed applicant completed Preventative Health Training on 11/3/2007 and Mandated Reporter Training on 1/31/2025. Further, applicant completed Pediatric CPR/First Aid (EMSA approved) on 1/24/24 and the FCCH orientation on 1/8/2025. LPAs reminded applicant of the obligation to maintain current training and certification.

Applicant was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

The applicant provided proof of control of property. Because the applicant rents/leases the home, proof of landlord notification is required. LPAs observed the Property Owner/Landlord Notification form (LIC9151) that the applicant confirms was provided to the property owner/landlord. The applicant obtained a signed Property Owner/Landlord Consent form (LIC 9149).

LPAs reviewed with applicant the LIC 311D, Forms/Records to Keep In Your Family Child Care Homes, children’s forms/records, facility forms/records, and information to be posted. Entrance Checklist was provided to the applicant.



LPAs discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPAs also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Applicant was informed baby walkers, jumpers, bouncers, exersaucers, or any similar articles are not permitted on the premises during day care hours.

On this date, 2/24/2025, the California Attorney General - Megan’s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ.

Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
