13 | On 11/13/2025, Licensing Program Analyst (LPA) Jennifer "Jen" Beehler conducted an unannounced Complaint Investigation. Upon arrival, LPA was greeted by the Facility Representative, Jaqueline Mattew and provided access to the facility. LPA conducted a visual inspection of the facility and collected the census. Director Sharon Malone arrived approximately 20 minutes later.
LPA observed 14 preschool children present, one (1) teacher, one (1) Director and 11 parents present which is compliant with the capacity and ratio requirements. LPA observed sharp objects in drawers in the kitchen area that was accessible to children in care. The drawers did not have locks and the kitchen did not have a gate or door to ensure it is inaccessible at all times from children. LPA observed cleaning soap under the sink in the smaller room. The cabinet was not locked and was accessible to children in care.
Based on LPAs observations and interviews which were conducted, the preponderance of evidence standard has been met, therefore the above allegation is found to be SUBSTANTIATED.
