32 | Based on observation and record reviews, LPA observed that both staff (S1 and S2), observed in the classroom, do not have the child development units required for teachers per Title 22 regulations. The classroom was therefore observed to be operating out of ratio.
Based on interviews, LPA was informed that some transitional kindergarten students from the private school are combined with some pre-K children during after school care for the duration of enrichment classes. LPA was also informed that children in the pre-K class are commingled with children from different grades in private elementary and middle school for various school events including buddy meetups/ lunch, field day and chapel. Children participating in a program licensed by California Department of Social Services (CDSS) cannot be commingled with children from the private elementary and middle school which is under the jurisdiction of the Department of Education (DOE).
Based on interviews and evidence gathered during the investigation, the preponderance of evidence standard has been met; therefore, the above allegations are found to be SUBSTANTIATED.
One Type A and one Type B deficiency were cited on the attached LIC 809D page. LPA Raja informed Grace that this report dated 06/11/2026 documents one Type A citation which shall be posted for 30 consecutive days as there is immediate risk to the health, safety, or personal rights of children in care.
Also, LPA Raja informed the Grace to provide a copy of this licensing report dated 06/11/2026 that documents a Type A citation to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification.
