Personal Rights - Staff did not treat children with dignity and respect

On 5/15/2025, Licensing Program Analysts (LPAs) Andy Yang and Mandeep Kaur conducted an unannounced complaint investigation. LPA met with Associate Program Director, Maria Velazquez, to deliver the complaint allegation of personal rights, staff did not treat children with dignity and respect.

During the investigation, LPAs interviewed children, parents, teachers, and the Director. Despite the allegation that staff uses a spray bottle when children are not listening or splashing water on their face to take a nap, interviews and observations did not reveal if the teacher may have used methods to redirect children that violated the personal rights of children. An interview did reveal they observed a teacher, due to frustration during nap time, pick up a child and putting them down. However, it was not described in a manner that showed infliction of pain intentionally to the child.
