On 07/22/2026 at 1:00pm, Licensing Program Analyst (LPA) Jialing “Julianne” Zhu conducted an UNANNOUNCED COMPLAINT SITE INSPECTION. LPA met with Assistant Director Gwendolyn “Gwen” Page. LPA advised director the purpose of today’s inspection is to deliver the findings of the investigation regarding the above allegation. Present during the inspection were 12 fingerprint-cleared staff and 60 children.
Throughout the course of the investigation, LPA obtained copies of the facility roster and personnel report. LPA reviewed staff files. LPA also conducted interviews with Director, parents, and a witness to the incident reported by the Reporting Party (RP). Although the above allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is unsubstantiated.
A Notice of Site Visit was given and must remain posted for 30 days. Exit interview was conducted, report was reviewed, and Appeal Rights were provided to Assistant Director Gwen Page.
