32 | On 7/24/24 at 1:45pm, and on 7/30/24 at 11:20am, Licensing Program Analyst (LPA) Anna Morales conducted a subsequent inspection for observation, review supporting documentation and to conduct interviews with staff. On 7/24/24, LPA observed in classrooms, #4(DP): 17 students and three teachers( one qualified and two teacher assistants), #5(Preschool): 11 students and one qualified teacher. #6(Pre-K): empty classroom. On 7/30/24, LPA observed #4(DP): 18 students and three teachers (two qualified teachers and one teacher assistant).#5(Preschool): 10 students and one qualified teacher. LPA observed that the facility was operating in compliance with teacher to children ratio requirement and the teachers had the qualifications to supervise the children. Staff interviewed disclosed that they move from classroom to classroom to ensure that they remain in Ratio and that children are never left unattended.
1 out of 4 fully qualified teachers who were interviewed stated they believe a non-fully qualified teacher was left alone with children to cover their break. However, based on records reviewed by LPA, the staff who covered their break had required qualifications. 1 out 4 staff who were interviewed stated there was an incident when a non-fully qualified staff covered their break but they cannot remember the staff’s name.
On 7/29/24, LPA conducted interviews with parents, the consensus was that the Center is well within ratio.
Based on LPA’s observations, records review, and interviews completed for this complaint investigation, it is concluded that although the allegations noted on this complaint may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur. The allegations are thus UNSUBSTANTIATED.
NOTICE OF SITE VISIT WAS ISSUED AND WAS INFORMED TO THE ASSISTANT DIRECTOR TO POST THE NOTICE IN A VISIBLE LOCATION OF THE DAY CARE FOR A PERIOD OF 30 DAYS.
