Licensing Program Analyst (LPA) Mel Matos conducted an unannounced Required - 1 Year Inspection. LPA met with Director, Amanda "Mandy" Hernandez, and explained the purpose today's inspection. Facility License, Notification of Parents’ Right Poster, Child Car Seat Law, Personal Rights (LIC 613A), Emergency Disaster Plan, Menus, Activity Schedule, and Earthquake Preparedness Checklist were observed to be posted. Operating hours are Monday through Friday 7:30 AM to 6:00 PM. The Infant Program utilizes seven classrooms: Infant Rooms 1-3 and Toddler Rooms 1-4. The Facility serves children ages 0 to 2 years old.

The indoor and outdoor areas were toured. LPA observed that the facility was operating in compliance with teacher to children ratio requirement. Cleaning products, disinfectants, sharp objects were stored inaccessible to children. Furniture and equipment were observed to be age appropriate and in good condition. LPA observed a diaper changing table within arm's reach of a sink in each room. Mandy states that the facility has a third party cleaning service that comes after day care hours to clean the facility.

Foods and beverages were kept protected against contamination and spoilage. Drinking water is available for the children indoors via sippie cups, individual water bottles, and water dispensers. LPA observed trash cans with tight fitting lids for the disposal of solid waste. There is a separate trash can with tight fitting cover for the disposal of diapers in each room. Fire extinguisher, working smoke and carbon monoxide detectors were observed. Mandy states that there are no firearms in the facility.

There are no climbing structures in the infant playground. Shade is provided by trees and building overhangs. Drinking water is provided by sippie cups, individual water bottles, & water dispensers. There is adequate equipment, supplies, and toys for children outdoors. LPA did not observe any bodies of water during today's inspection.

LPA reviewed six children's files during today's inspection. Children records reviewed include Admission Agreement, Identification and Emergency Information, Consent for Emergency Medical Treatment, receipt of Parent Rights Notice, Personal Rights Notice, Physician's Report, Medical Assessment, Immunization records, Infant Needs and Services Plan, Individual Infant Sleeping Plan, and Infant Sleep Logs.

Eleven staff files were reviewed during today's inspection. Staff records reviewed include: Personnel Record, Employee Rights, Statement Acknowledging Requirement to Report Child Abuse, Health Screening Report with TB Clearance, Immunization records (Measles, Pertussis, and Influenza), proof of education/required training records. All staff present during today's inspection have current Pediatric CPR/First Aid certifications on file.

LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage athttps://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA informed Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
