On 3/10/2026, Licensing Program Analysts (LPAs) Andy Yang and Mandeep Kaur conducted an unannounced complaint investigation. LPAs met with Site Supervisor, Emerson Ventura to deliver the complaint allegation listed above. Present for today’s investigation were Site Supervisor (4) staff, and (18) children . LPA toured the indoor areas of the facility.

During the course of the investigation, LPA interviewed staff, children, parents, and the site supervisor. LPA reviewed records received.

The allegation stated that a staff has inappropriate interaction with a daycare child. It was reported that Staff S1 shamed Child C1 in front of her peers. Based on the result of the investigation, S1 stated that she had made a comment to C1 that she was crying like a little baby. S1 acknowledged that the behavior was inappropriate.

Based on LPA’s interviews which were conducted and statement made by S1, the preponderance of evidence standard has been met, therefore the above allegation is found to be SUBSTANTIATED California Code of Regulations, 101223(a)(3), and Type B deficiency is issued on attached LIC 9099D.

A notice of site visit was given and must remain posted for 30 days. Appeal Rights provided.

On 3/10/2026, Licensing Program Analysts (LPAs) Andy Yang and Mandeep Kaur conducted an unannounced complaint investigation. During the course of the investigation, LPA interviewed staff, children, parents, and the site supervisor. LPA reviewed records received.

First allegation stated that staff forced a daycare child to eat. It was reported that Staff S1 had forced Child C1 to eat something that she did not want to eat. Based on the result of the investigation, S1 recommended to C1 to try the main dish before she was given the item that C1 wanted to eat. It was reported by other staff that they did not observe S1 forcing a child to eat food. As a result, there was no indication that S1 had forced C1 to eat something she did not want to eat.

Second Allegation stated that staff antagonized a daycare child. It was reported that S1 continued making comments that lead other children to taunt C1. Based on the result of the investigation, there was no indication that S1 had continued to make comments towards C1, which allowed other children to taunt C1.

Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegation is unsubstantiated.

A notice of site visit was given and must remain posted for 30 days. Appeal Rights provided.
