On 10/6/2023 at 8:04am Licensing Program Analyst (LPA) Morgan Pringle met with Director Henry Lam, for an Unannounced Required 1-Year Inspection. The facility is located on the AMES NASA Research Center Campus in building N-270. During the inspection there were twenty-five (25) infants and eleven (11) additional staff present. Six (6) classrooms, (Earthling, Pioneer, Voyager, Mariner, Mercury, and Viking) were toured for a health and safety inspection. The facility operates 7:00am – 6:00pm, Monday – Friday. The facility is dual licensed and holds a preschool license as well (Facility #434408035).

The facility has ample age-appropriate materials in the classrooms that were observed to be clean and in good condition. All toxins, cleaning products, and hazardous materials were observed to be in inaccessible areas. All cribs used for sleeping were observed to be free of defects, clean and in proper working order. All sleeping materials were properly stored and well maintained. All bottles and food are properly stored and labeled. The diapering areas were observed to be clean, properly cushioned, and free from any defects. There are carbon monoxide detectors, smoke detectors, and fully charged fire extinguishers on site.

All food prep areas were observed to be clean and free from defects. The facility is a part of CACFP (California Child Food Program). The facility provides milk, formula and food for the children if needed. Children also can bring their own food from home. All food that is brought from the children’s home was observed to be properly labeled and stored. All children have access to clean drinking water on site as well.



The outside play yard is fully fenced, clean, and free from hazards with ample amounts of shade for the children. The play structure is anchored into the ground with ample cushion for safety. There is a sandbox that was observed to be clean and free from hazards. LPA did not observe any harmful or unattended bodies of water in or around the facility.

LPA toured the facility kitchen. All food stored in the kitchen was properly stored and maintained. The kitchen was observed to be clean and free from defects. All cleaning products were stored separately from food.

The facility is operating within its licensed capacity and is in ratio today. All staff working have obtained a criminal record clearance, exemption, or transfer. The fire/disaster drill log is complete with the last drill logged on 9/21/2023. A physical census of the children was taken and cross referenced with the electronic sign-in and out log. All children were properly signed in by their parent or authorized representative. All required postings are posted and made visible in the office. LPA obtained a sample of the children’s files, the staff files, and the facility files. Through record review seven (7) children present were missing LIC9227 Individual Infant Sleeping Plan and five staff members were missing Mandated reporter training

Director was reminded that EMSA approved Pediatric CPR & First Aid training must be completed every two (2) years. Mandated Reporter Training ("Child Care Providers") is required for all staff and is to be renewed every 2 years by visiting https://mandatedreporterca.com/. Personnel and facility roster must be properly maintained, and fire/disaster drills must be conducted at least every six (6) months and documented. Licensee was reminded that California law requires facilities to report unusual incidents and/or injuries to children in care, to the child's parents, and to the Department within 24 hours by phone. Within seven (7) days from the incident, facilities must submit the Unusual Incident/Injury form (LIC 624) to the Department. LPA informed Director that all forms can be downloaded at www.ccld.ca.gov.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for
drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA referred licensee [or facility representative] to the Department website for lead: Lead Toxicity Prevention and Water Testing Information.

CCC DID NOT COMPLETE TESTING PRIOR TO THEIR DEADLINE

LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. For IMS information see PIN 22-02-CCP. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice) or (800) 514-0383 (TTY) and link to publication. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
