On this day Licensing Program Analysts (LPA/s) Almaraz, Celi and Mac, Dung conducted an annual random inspection. Due to COVID- 19 precautionary measures were taken. This facility is currently licensed for a capacity of 98. Licensing staff met with Director Nunez, Marie and explained the nature of today’s inspection. This is a Preschool program that currently operates from 7:30 AM to 6:30 PM, Monday thru Friday. Licensing staff was taken on a guided tour of the facility of both indoors and outdoors. At the initial start of this visit, there is a total census of 41 children and a total census of 6 staff, teachers and/or assistants present.

Present during the inspection was also the Licensee (owner) of this facility Gaud, Ravinder. Director states that there are currently 49 children enrolled. This is a triple component facility, infant program 434408783 and School age program 434408782 on campus. All required postings were observed in entrance way to the facility.

Physical Plant: This is program consists of the following classrooms: Pre-K 1 (Ready Set Go). Preschool (I can do it). Junior Class 1 (Exploring my world). Junior Class 2 (Exploring my World). Kindergarten aka Pre-K 2 (Ready Set Go). All areas identified on the Facility Sketch were inspected. LPAs observed the following:

Pre-K 1 (Ready Set Go). Staff # 1, a fully qualified teacher with 11 preschool children. Teacher child ratios were observed, and staff names recorded. Personal rights observed. There is access to one sink.

Preschool (I can do it). Staff #2 and #3, two fully qualified teachers, with 17 preschoolers. Teacher child ratios were observed, and staff names recorded. Personal rights observed. There is access to one sink.

Junior Preschool 1 (Exploring my world). Staff #4, a fully qualified teacher, staff #5 and #6 assistants, with 13 preschoolers. Teacher child ratios were observed, and staff names recorded. Personal rights observed. There is access to one sink. Report To Be Continued on Page #2

Junior Preschool 2 (Exploring my World). This room is currently not being used. Director states that this has not been used the 2020 covid pandemic. There is access to one sink.

Kindergarten aka Pre-K 1 (Ready Set Go). This room is currently not being used. Director states that this has not been used 2015, at least. This room will be renovated soon. There is access to one sink. LPA reminded Director to keep licensing up to date on any major changes.

All classrooms observed to have suitable furniture and equipment, which were inspected for age appropriateness. All classrooms observed to have sufficient have telephone services, heating, lighting, and ventilation. Children have their own cubby to store their belongings. Per Director, sick children are isolated in the director's office. All storage containers for solid waste, including moveable trash receptacles have tight-fitting covers that are kept on, and in standard condition. LPA discussed replacing trash bins in near future for best practices, as they are showing signs of strain. General sanitation was observed. Availability of indoor drinking water was observed in classrooms. Disinfectants, cleaning solutions, medication and other hazardous items that pose a risk to children, were inaccessible to the children in care. Director states that poisons are locked in the custodial room closet.


Kitchen: All kitchen areas/food preparation and food storage areas are kept clean and are free of litter, rubbish, rodents, and/or any other vermin. All storage containers for solid waste, including moveable trash receptacles have tight-fitting covers that are kept on, and in standard condition. Water and refrigerator temperatures in standard condition. Director states waste is to be discarded immediately after each meal. Menus are posted one week in advance in each classroom and are emailed to parents weekly. Menus for the past one year are available upon request. Snacks (AM/PM) and lunch are provided and were reviewed for availability, quantity and appropriateness to children in care. Per Director, facility belongs to a Child Care Adult food program with the State of California. All meals are prepared daily on site. Children may bring their own food. Per Director there is an allergy list for each child.

LPA advised Director to access forms, regulations and quarterly updates on the Child Care Licensing website at: www.ccld.ca.gov. UPDATE: Parent’s Rights Poster (with complaint Hotline) was provided to the Director during this inspection. LPA advised licensee of the Mandated Reporter Child Care Training that became in effect January 1, 2018, and to maintain a copy of the certificate on file for each staff.

Medical & First Aid Supplies: There is a first aid kit in the main office. Some First Aid supplies were observed in the classrooms in a cabinet. Per Director medication is only administered to a child when accompanied with a doctor's note and is stored in a locked box in the office.

Per Director there are currently no children enrolled who required Incidental Medical Services (IMS). Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Lavatories: There are a total of two lavatories: Bathroom one: Five toilets and 4 sinks with one change table. Bathroom two: Five toilets and 4 sinks. LPAs observed age-appropriate sinks and toilets, available to the children in care and in working condition. LPAs inspected bathroom water temperature, toilet paper, area safety and sanitation. There are a total of 10 toilets and 8 sinks in the bathroom/lavatories (15 water basins total) available for the preschool children throughout this facility.


Director states that potty training is provided by the Facility. LPA Almaraz observed the children's sinks are in working condition and meet licensing standards. LPA Almaraz observed soap and disposable towels in the preschool bathrooms. Staff has one separate bathroom that can be utilized by sick children if necessary.

Fire & Safety: Carbon monoxide detectors and smoke detectors are working and present in the facility. There are Fire extinguishers, size 3A40BC in proximity to each room, last serviced 06/08/2022; a last fire drill was conducted on 05/26/22, Director understands this is to be completed every six months.

Matts and cotts: Cots inspected for napping were observed to be maintained in a safe condition with no exposed foam. Constructed of foam at least 3/4 inch thick. Covered with vinyl or similar material that can be wiped. Marked or colored so that the sleeping side can be distinguished from the floor side. Per Director cots are wiped with a detergent/disinfectant weekly or when soiled or wet. Each cot observed to be equipped with a sheet and/or blanket to cover the child. Per Director bedding is not shared by different children and is sent home each Friday (or when soiled) to be laundered. LPA reminded Director that bedding shall be individually stored so that each child's bedding is identifiable, and no child's used bedding shall meet other bedding. Report To Be Continued on Page #4

Outdoor Playground: Equipment is in safe condition, free of sharp, defective or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. All areas around or under high climbing equipment, swings, slides, and similar equipment are cushioned with sand material that absorbs a fall. There is adequate shade in the play yard. Availability of outdoor drinking water was observed. Director states that this play area is used also used for school age children. Supervision and different schedules ensure there is no commingling.

Facility Records: LPA/s issued Review of Staff records (LIC 859) to the Director during this inspection. At least one staff has record of CPR and First Aid, valid until 11/18/2022. All staff present have the following: MMR & Tdap vaccinations, as well as opt out for flu vaccine. Mandated Reporter Training, valid through 2024. Directors understand this must be renewed every two years. Sign in and out sheets were reviewed by LPAs to ensure that children who are present where sign in. LPAs obtained a roster and personnel report at the conclusion of this inspection.

LPA/s reviewed 10 children's files and observed current and updated immunization records and Notification of Parents' Rights forms (LIC 995A) in each file. For commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm

Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.


LPA discussed the following for best practice: 1. Having a full first aid kit in each room due to the distance of the office. 2. Having carpets in classrooms cleaned. 3. Replacing the change table and change pad in bathroom one. 4. Putting diapers in storage bins. 5. Replacing two toilet seats that are showing signs of strains in bathroom one. 6. Placing soap dispensers in bathroom. 7. Revamping play ground area. 8. Clean or replace trash bins. 9. Deep clean facility. 10. There is a box that is not a sand box but children do throw sand in the area, covering it at the end of the day and/or inspecting each morning. Director states exterminators will be visiting monthly starting end of July 2022, clearing is done daily and deep cleaning is done quarterly. Report To Be Continued on Page #5

SB792 (Immunization Requirements for Staff and Employees) was discussed with the facility representative. .

AB1207 Mandated Child Abuse Reporting – On or before March 30, 2018 any person who works in a child care facility shall complete the training and renew the training every 2 years. Website provided: https://www.mandatedreporterca.com/training/child-care-providers

The following was discussed:


· Reporting Requirements.
· The facility shall ensure that each child is accorded the following personal rights: to be accorded safe, healthful and comfortable accommodations.
· All personnel shall be in good health and shall be physically and mentally capable of performing assigned tasks; personnel that pose a threat to the health and safety of children shall be relieved of their duties.
· All personnel shall be given on the job training in housekeeping, sanitation principles and universal health precautions.

LPA advised the facility representative to access forms, regulations and quarterly updates on the Child Care Licensing website at: www.ccld.ca.gov.

There are no deficiencies being cited in accordance to Title 22 of the California Code of Regulations and Health & Safety codes.

A notice of site visit was given and must remain posted for 30 days.
