Licensing Program Analyst's (LPA's) Anna Morales and Farida Raja conducted an ANNUAL REQUIRED inspection and was greeted by Licensee Michelle Reno and her two assistants. Present were three infants and four preschool aged children. The Licensee was operating within her capacity and ratio requirements LPA observed the required postings, including the facility license, near the front entrance to the home. Days and hours of operation are Monday - Friday from 7:00 AM to 5:00 PM. Licensee and her three adult children are residing in the home. All adults have clearances for Tuberculosis and Criminal Background/Child Abuse Index clearances. There are no active waivers for this facility. Last disaster drill was conducted on 7/5/2022.

LPA's toured the indoor and outdoor areas of the home during today's inspection LPA's observed that the home is two-story with barricaded stairs inside the home. Licensee is equipment for the day care children. Licensee states that a child will be isolated in the living room area of the home if necessary due to illness or communicable disease.

LPA's observed the home is clean, orderly, and safe for the day care children. LPA's also observed a barricaded fireplace. There are no open face heater units. The Licensee has the Family Room and one bathroom primarily used for the day care. Off limit areas in the home upstairs has four bedrooms and two bathroom. Off limit areas in the home downstairs are: gated living room and kitchen. Off limit areas outside the home: outside of the gated play area of the backyard. Licensee has a working telephone in the home. LPA observed sufficient materials, toys, and play.

LPA observed a fully charged 3A40BC fire extinguisher, working smoke/carbon monoxide detectors, no bodies of water, and fenced backyard. The Licensee states that she does not have any weapons in the home. Licensee states that she has four dogs and one cat in the home. All detergents, cleaning compounds, medications, and other similar items are inaccessible to children. All poisons are stored in high cabinets. The Licensee states that she administers medication to the day care children.

LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Licensee's Mandated Reporter Training (AB1207).expires on 1/29/24, and herr two staff expire on 2/2/2024 and on 2/3/2024.. LPA discussed Senate Bill 792, Assembly Bill (AB) 1207 (Mandated Child Abuse Reporting Training) which is required training that began on January 1, 2018 and requires renewal every two years, AB 633 was discussed with applicant Licensing forms, Title 22 regulations, can be obtained through the internet at www.ccld.ca.gov. Mandated Reported Training can be accessed at www.mandatedreporterca.com.

LPA's reviewed four children’s files during todays inspection for the following records: Notification of Parents Rights (LIC995A), Consent for Emergency Medical Treatment (LIC627), Identification and Emergency Information (LIC700), and Immunization Records (PM286).

LPA's reviewed the Licensee's and staff files:: Employee Rights (LIC9052), Criminal Record Statement (LIC508), Statement Acknowledging Requirement to report Child Abuse (LIC9108), and Immunization Record showing immunity to measles (MMR), pertussis (Tdap), and influenza (or statement declining influenza). Licensee does have a current First Aid/CPR on file and it expires on 1/4/2024. Her two staff expire on 1/4/2024.

LPA's reminded Licensee of the applicable civil penalties for those adults who have not received fingerprint clearances, are not associated to the license and who comes in contact with or provide care and supervision to the children. Penalty amounts: $100.00 per person per day, minimum of $100.00 to a maximum of $500.00 per person for an initial violation and a minimum of $100.00 to a maximum of $3000.00 per person for any subsequent.

LPA's discussed the requirements of AB 633 with the Licensee and understands the AB 633 fact sheet/copy of Acknowledgement of Receipt of Licensing Reports (LIC 9224). LPA discussed "zero tolerance" related regulations and advised that the assessment of an immediate $500 per day civil penalty for any violation of a "zero tolerance" related regulation. An ongoing civil penalty of $100 per day continues until the violation(s) is corrected.


Due to technical difficulties, LPA's was unable to leave a copy of this report. LPA will send to Licensee once she returns to the office. No deficiencies are cited at today's visit.

A NOTICE OF SITE VISIT WAS ISSUED, POSTED NEAR THE ENTRANCE TO THE HOME, AND MUST REMAIN POSTED FOR 30 DAYS.
