Licensing Program Analysts (LPA), Ashley Lopez, met with Director, Greislye Parada, for an unannounced Required- 1 Year Inspection. LPA was granted access to the facility by Greislye and toured both indoors and outdoors during the inspection. Upon arrival, there were 7 infants in the outdoor space with 2 staff members present, which is compliant with the facility license capacity and ratio requirements. LPA observed all required postings near the entrance to the facility and the hours of operation are Monday – Friday, 7:30AM-5:30PM.

LPAs reviewed digital sign-in/out sheets and observed the facility uses the Application, Brightwheel. The fire/disaster drill log was reviewed and LPA observed the last drill was conducted on 8/21/2023, which is compliant with the six-month requirement for facilities. LPA observed a fully charged 3A40BC fire extinguisher and smoke/carbon monoxide detectors. The director stated there are no weapons or firearms on the premises.

This facility provides Incidental Medical Services- IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Indoor areas of the facility were inspected and observed to be clean, orderly, and safe for day care infants. The Infant room at the facility is physically separate from other childcare center components. LPA observed sufficient age-appropriate materials, toys, and play equipment. Toys are safe and do not have sharp edges or small parts that may pose a choking hazard. Infant changing table was observed to be padded, within arms reach of a sink, in good repair and safe condition. Cribs used by the infants are free from loose articles, covered with a fitted sheet, and there are no objects hanging above or attached to the crib. The floors are clean and free of tripping hazards and waste containers have tight fitting lids.

Infant Safe Sleep regulations (PIN 20-24-CCP) were discussed with Greislye, including the Individual Infant Sleeping Plan (LIC9227). LPA reminded that infants up to 12 months of age should be placed on their back to sleep and that infants should not be swaddled. LPA advised that sleep sacks are considered a swaddling device and shall not be used in child care centers. Infants should be supervised while sleeping and documentation of sleep checks every 15 minutes should remain on file.

The outdoor area was inspected and observed to be fenced in. Play equipment is age appropriate for the infants. No outdoor bodies of water were observed during today’s inspection. Shaded rest area is provided by gazebo structure. Placement of playpens does not create a hazard for other infants or staff in the outdoor area.

Three infant files were reviewed and most documents were present. LPA observed nap check documentation, Individual Infant Sleep Plan (LIC9227) for infants under 12 months, Personal Rights of Children (LIC613A), and updated Needs and Services Plans. Three staff files were reviewed and all required documents were present. There is at least one staff member present with current CPR/First-Aid and all staff have current Mandated Reporter Training.

The director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

The director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
