Licensing Program Analyst (LPA) Shine Yu conducted an unannounced complaint investigation to deliver the findings. LPA met with director, Hui Ren. Present during investigation were 9 staff and 36 children, including 4 under 2 years old.

It was alleged that director did not follow reporting requirements and the director altered the injury reports to make injury appear less serious to parents.

On 01/05/26, LPA toured the facility, observed the 4 classrooms, and conducted interviews with the director and 4 teachers. LPA obtained the children's roster and children injury reports. Based on the reports reviewed, each report was written and signed by the reporting teacher directly. According to the interviews, 3 out of 4 teachers stated they wrote injury reports and filed reports to the director directly without revision of contents. The program director stated the director might help in grammar editing, not in report contents, for teachers who are non-English speaking.

On 02/17/26 and 02/18/26, LPA reached out to 7 parents. The responses from parents did not sustain the allegations above.

Based on LPA’s records reviews and interviews, although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violation(s) did or did not occur, therefore the allegations are UNSUBSTANTIATED.

Exit interview conducted and copy of this report was reviewed with the director, Hui Ren. A copy of Appeal Rights was given.
