On Monday, November 08, 2021 at 10:14 am, Licensing Program Analyst (LPA) Manel Estoesta conducted an unannounced Required One (1) Year visit. LPA met with the Director Regine Monina Gangoso and explained the nature of site visit. Present on this visit were 19 staff and 85 preschool children. The facility operates from Monday to Friday 8:30 am to 6:00 pm.

LPA toured the facility to conduct a Health and Safety Inspection with the Director. The facility have a three Preschool Classrooms with the following naming convention: (1) Dia, (2) Luz, and (3) Estrella. The Preschool has a Toddler Program that is operating in Classroom Luna and Classroom Sol. Facility was observed to be in compliance with teacher to children ratio requirement during LPA's inspection. The preschool classrooms, restrooms, and storage room were inspected.

Director stated that facility does not possess nor store any weapons on the premises. Disinfectants, cleaning solutions, and other items that are dangerous to children were stored inaccessible to children. LPA reminded facility that storage place for poisons is required to be locked up. Furniture and equipment such as mats, cots, tables, and chairs were age appropriate and were in good condition. Restrooms for children's use were observed to be in safe, sanitary, and functioning condition.

Outdoor activity space for the Toddler Program is physically separated from the Preschool Program. The space are fenced and play equipment were maintained in a safe condition and free of hazards. There were no bodies of water observed. Areas around and under high climbing equipment and slides were cushioned with material that absorbs falls. There were shaded rest areas for children. Drinking water are arranged to be readily available to children during indoor and outdoor activities.

Facility does not have a Kitchen. Facility contracts with a third party vendor (School Caterers) to supply meals for the children if parents choose to sign up for the food service. Trash cans for solid waste had tight-fitting covers on.

Children sign in and out procedures and logs were reviewed. A random sample of Children's files was selected for review. Records reviewed include Admission Agreement, Identification and Emergency Information, Medical Assessment, and Immunization.

There was at least one Teacher with current certification in Pediatric CPR and First Aid present at the facility during inspection. A random sample of Staff's files was selected for review. The records reviewed include: Criminal Record and Child Abuse Index Clearance, Health Screening Report with TB Clearance, Education Qualification, records of immunization (Measles and Pertussis), and Training. Staff have their Mandated Reporter Training Certifications in their file and this training needs to be renewed every two years.

Facility does not provide transportation for children but Director understands that children cannot be left alone, unattended in park vehicles. First Aid Kit was inspected. Fire extinguisher was last serviced on July 2021. LPA observed that the facility has a Fire Alarm system. LPA reviewed the Facility's current Fire Permit dated 07/06/2021. Facility conducts monthly Fire and Disaster Drill.

This facility provides Incidental Medical Services – IMS. For IMS information, see Evaluator Manual -

Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

In the areas that were evaluated, no regulatory violation was observed at the time of the visit.
A notice of site visit was given and must remain posted for 30 days.
