Licensing Program Analyst (LPA) Janette Cruz conducted an unannounced case management inspection following a request to increase the facility's capacity from 12 to 26 infant children ages 3 - 24 months in rooms # 9 and 10. LPA met with Rochelle Legett, Licensee Representative, and explained to her purpose of today’s inspection. The infant program currently serves children ages 6 weeks to 24 months in room #9 operating in a functioning elementary/middle school, San Jose Christian School. The facility also operates a licensed preschool program (Facility # 434410829) on the same premises. The facility received a fire safety inspection approval from the San Jose Fire Department on 02/18/25. The child care center will operate Monday–Friday 8:00AM – 5:30 PM. LPA toured and measured the indoor and outdoor areas of the facility during today's inspection.

Infant Classroom Measurements are:

The Indoor total measurements contain a total of {919.92} square feet, which will accommodate Applicant’s request for 26 infants.

Infant Outdoor Play measurements are:
Outdoor total measurements contain a total of {8140.77} square feet, which will accommodate Applicant’s request for 26 infants.

The infant care center shall be equipped with appropriate furniture and equipment including, but not limited to, cribs, cots or mats; changing tables; and feeding chairs.

LPA observed all indoor activity space with safe,age-appropriate furniture and equipment: cribs, changing tables, napping mats, and other activity supplies for the children. LPA observed 17 cribs, 13 feeding chairs, 6 tables, 25 chairs, 2 sinks and 4 potty chairs available for the infant children. Infant toys are safe with no sharp edges, splinters, or points, nor made of small parts that can present a choking hazard. Drinking water is available in the classrooms through commercial water dispensers.

LPA observed all hazardous items located in high cabinets kept inaccessible to children. When medications are on site, Applicant stated that they will be in high cabinets inside the facility office. There are no bodies of water or weapons in the facility.

LPA observed changing tables avaiable for the infant children. Facility representative was reminded that per regulations,infant changing tables shall:(1)Have a padded surface no less than one-inch thick and be covered with washable vinyl or plastic.(2)Have raised sides at least three inches high. (3)Be maintained in good repair and safe condition.(4) While in use, be placed within arm's reach of a sink and
(5) Not be located in the kitchen/food-preparation area.

LPA advised facility representative that per regulations, all children shall be given an opportunity to nap or rest without distraction or disturbance from other activities at the center. A napping space and a cot or mat shall be available for each child under the age of five. The calculation of indoor activity space for infants shall not include space designated and used for cribs. Cribs space may use moveable walls or partitions at least four feet high; shall be constructed of sound-absorbing material; and shall be designed to minimize the risk of injury to infants.

Sleep logs are kept in the infants room. Infant's Needs and Services Plans are kept in children's file in the infant room. The infant room(s) have two sinks. LPA advised that there needs to be one potty chair for every five infants. The isolation area for children who are ill will be the at the facility office.

Facility Representative stated that parents will provide food and milk bottles for infants. LPA advised Applicants that as per Title 22 regulations, bottles and dishes provided by authorized representatives shall be rinsed and returned to authorized representatives for sanitizing at the end of each day. Lunch and snacks will be provided by parents. LPA observed fridge, bottle warmers and a microwave oven for food storage and heating.

The facility currently has a fully fenced playground area for infants. Fencing is at least four feet high. Shade is provided by trees and building overhang. There are sufficient outdoor age-appropriate toys and play equipment available on the playgrounds. There are age-appropriate play structures on the infant yard. There is adequate cushioning in fall zones provided by artificial grass and tan bark. Drinking water is available via water bottles to be labeled for each child. LPA observed no bodies of water.

LPA discussed the safe sleep regulations with Facility Representative and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also reminded facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Facility Representative was advised that request for increase in capacity (26 infants) will be approved upon completion of the following items due by 03/12/25.
1. changing table in Room# 10 must meet regulation requirements.
2. Proof of seperate crib area meeting regulation requirements.

No deficiencies issued during today's inspection. An exit interview was conducted with the above items discussed and a copy of appeal rights and this report was provided to the facility representative, Rochelle Legett. Final license determination will be made upon review by the Licensing Program Manager and correction of the above issues.

A Notice of Site visit was given and must remain posted for 30 days.
