On Tuesday, October 18, 2022 at 2:30 pm, Licensing Program Analyst (LPA) Manel Estoesta conducted an unannounced subsequent complaint investigation regarding the above allegation. LPA met with Director Helen Qiu, explained the purpose of the visit and findings were delivered.
During the investigation the department conducted a physical plant inspection and conducted interviews with facility staff and children's authorized representatives. LPA Estoesta concluded that there was not enough evidence to support that day care parents were denied entry to the facility.
Based on the interviews and information obtained throughout the investigation, the allegation is unsubstantiated. Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is deemed UNSUBSTANTIATED.

A notice of site visit was given and must remain posted for 30 days. Exit interview conducted with Director Helen Qiu.
