On 10/30/2025, Licensing Program Analyst (LPA), Syeda Bahar conducted an unannounced inspection at the center to deliver complaint findings. LPA met the Director, Josephine Dalit and explained the purpose of the visit. LPA toured the indoor and outdoor areas of the facility with the Director.

During the course of the investigation, LPA interviewed staff and reviewed records. LPA obtained personnel reports, facility roster and other supporting documents. Based on staff interviews, one child (C1) was observed grabbing a chair to hit another child (C2). Staff stated that one staff (S1) removed a chair from child (C1), to prevent the child (C1) from hitting other child (C2) with it. Staff stated that the removal of the chair was done to ensure safety and de-escalate the situation. Based on staff interviews, staff stated that they have not observed any staff raised their voice inappropriately to any children. Staff stated that they sometimes raise their voice to get a child’s attention, only if the child is far away from them. Staff noted that language can be a barrier to manage challenging behavior in children.

During the interview, Staff described the center’s policy and process on managing the challenging behavior in children. Staff stated that they separate children, redirect them and then talk to the children. Staff teach children to use gentle touch and how to stop hitting and hurting others. Staff also teach children to wait for their turn and how to share a toy by turning their bodies toward the other child and using gentle hands to give the toy. Incident reports are also provided to parents regarding any injury and behavioral situations.

Staff stated that every Thursdays are minimum days (early closure). After the children leave, all staff meet to discuss any concerns or challenges and work together to resolve issues and address concerns. Staff stated that the center provides several training sessions on care and supervision, parents’ rights, children’s personal rights, and social emotional support. The Director, Josephine, provided training materials and attended sheet to LPA.

Prior to today’s inspection, the Office Specialist, Christian Munoz provided LPA with the center’s ‘Proactive Plan Regarding Unusual Incident’ document. The plan includes five strategies. The strategies are: Maintaining constant observation of children, moving intentionally throughout the environment to ensure safety at all times; Assigning specific staff roles during active plays, transitions, or routines (i.e., diapering, arrivals, mealtimes) to ensure children are closely supervised and potential conflicts are managed in a proactive manner; Conducting brief two minute safety huddles to review individual child needs and identify those who may require closer supervision; Utilizing social emotional approaches to support children with challenging behaviors; Promoting positive interactions and a safe classroom environment.

Based on interviews conducted, and evidence gathered at this time, it is concluded that although the allegation listed above may have happened or is valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur. Therefore, the allegation is UNSUBSTANTIATED.

No deficiencies were cited during today's inspection. Appeal rights were provided.
