On 8/13/2026, Licensing Program Analyst (LPA) Andy Yang conducted an unannounced complaint investigation. LPA met with Director, Consuelo Lomas-Fischer, to deliver the complaint allegations listed above. Present for today’s investigation were Director, (10) staff, and (0) children in care.

During the course of the investigation, LPA interviewed Director, staff, children, and parents. LPA conducted observations, and reviewed supporting documents received.

First allegation stated that staff yelled at day care children. It was reported that teachers would yell at children in care. Based on the result of the investigation, there were no indication that teachers were yelling at children that may violate the their personal rights.

Second allegation stated that staff did not allow children to engage in quiet play. It was reported that during nap time, children who did not fall asleep were left on the sleeping cot and not allowed to engage in quiet play. Based on the result of the investigation, there were no indication that children were forced to stay on the cot, and not allowed to engage in activities if they did not fall asleep.

Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegation is unsubstantiated.


No deficiency issued for this allegation. Appeal Rights provided.

A notice of site visit was given and must remain posted for 30 days.

Exit interview conducted and report was reviewed with the Director, Consuelo Lomas-Fischer.
