Facility Pre-License Sundrops 04/23/2020
Due to COVID-19 and DPH (Department of Public Health) guidelines of social distancing, a tele inspection was conducted. A request for an e-mail and telephone number to a device that is equipped to conduct a Tele-inspection was requested. (buddyst@icloud.com)
Licensing Program Analysts (LPA), Stephanie Collins and Licensing Program Manager LPM Sandy Knight, met with Executive Director Helen Boluna and Site Program Director Encarnacion Buendia, for a pre-licensing Tele-inspection. Applicant s Helen Boluna, and Encarnacion Buendia (Sundrops Montessori) is applying for a license to operate a Preschool Center. at the address listed above.

The requested capacity is 24 preschool children ages 3 to 6 years old. A fire clearance was granted on 02/28/2020 by San Jose Fire Dept. LPA inspected the indoor, outdoor and off-limit areas, as well as measured the space available for the children.
Indoor measurements are as follows:
Preschool Classroom
= (sq. ft.) (Total Encumbered Space)
=( 1,740.64 sq. ft.) (52.99 sq. ft.)
= 1,687.65 sq. ft.

Total Preschool Indoor Activity Space =
(1,687.65 sq. ft.) divided by (35 sq. ft. / child) = 48 Preschool children
Facility meets the fixture requirement for capacity of 24 because they have 4 sinks( 60) and 3 toilets (60) designated for Preschool children to use.
The requirement is 1 toilet and 1 sink for every 15 children .

There is one staff restroom in common area (off of the playground) that will also be used by children who becomes ill. Sick children will be isolated in a small area near the exit for easy access to bathroom. Isolation equipment will be provided. Sundrops Montessori School will be providing daily snacks for the children to serve themselves during school, children will be required to bring their own Lunches. Snack will be prepared in the on-site kitchen prior to serving snacks to the children. A refrigerator is available to store lunches and snacks, kitchen has hot and cold running water and food preparation area. LPA observed trash cans with tight fitting covers for the disposal of solid waste. Drinking water indoors will be available via water jugs, pitchers and drinking fountains. LPAs observed functioning smoke and carbon monoxide detectors, and fire extinguishers at the facility. The facility staff will clean toys and equipment daily with cleaning wipes and solutions that will be kept inaccessible to children. Medication will be stored in the cabinets in each classroom. The center will be cleaned nightly by staff/ custodian. LPAs observed toys, furniture, and equipment such as tables, chairs, mats, etc.

The Preschool playground is enclosed by fencing. Areas around and under climbing structures have material that absorbs falls. Shade is provided by canopies and trees. Drinking water outdoors is available via water pitcher and disposable cups. The center will not provide transportation.

This facility plans to provide Incidental Medical Services – IMS. Facility had submitted a Plan of Operation that includes IMS to the Department. A review of staff records during today's visit indicates that both Helen Boluna and Encarran Buendia have received criminal background and child abuse index clearance and are associated to this facility. LPA reminded directors of the applicable civil penalties for those adults who have not received fingerprint clearances, are not associated to the license and who come in contact with or provide care and supervision to the children. Penalty amounts: $100.00 per person per day, minimum of $100.00 to a maximum of $500.00 per person for an initial violation and a minimum of $100.00 to a maximum of $3000.00 per person for any subsequent violation within a 12-month period.

Child Care Center Lead Testing of Drinking Water Requirement
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018 requires:
Health and Safety Code section 1597.16 requires that all licensed Child Care Centers (CCCs) that were constructed before January 1, 2010, must test their water for lead within a three-year window, between January 1, 2020, and January 1, 2023, with subsequent testing every 5 years after the date of the first test. Only CCCs are required to test drinking and cooking water for lead.

Exit interview was conducted, where this report was reviewed with Site Directors Helen Boluna and Encarnacion Buendia .

Based on measurements and availability of sinks and toilets a license for 24 children will be approved pending Managements approval.

A read receipt notification in lieu of a signature will be sent to Applicant, acknowledge of receipt received must be acknowledged within 24 hours. License will not be issued until verification of the report is received.
