(#1)Licensing Program Analyst (LPA) Anna Morales conducted an Annual Required Visit and was greeted by Licensee Yao-Chen Chang. Present in the home were three children(one will be two in mid August, and two are one and half years old). Days and hours of operation are Monday - Saturday from 8:30am -6:00pm.

Licensee stated Adults over the age of 18 and residing in the home are the Licensee and her spouse, two adult daughters and one tenant. All adults have Criminal Background Check Clearances, TB clearance and signed Criminal Record Statements LIC508 on file with Licensing Office.

LPA toured the indoor and outdoor areas of the home during today's inspection. The Licensee has a working telephone in the home. LPA observed sufficient materials, toys, and play equipment for the day care children. The home is clean, orderly, and safe for the day care children. LPA observed a blocked fireplace in the living room. There was a gate/barricade for the staircase leading to the second floor. LPA did not observed any wall heaters. Off-limit areas at the home: the entire second floor, the garage, kitchen and two bedrooms on the first floor. Front yard and a portion of the back yard are also off limits. Outdoor activity is right outside the dining room and is enclosed by a fence. LPA did not observe any bodies of water. Licensee stated that they have no weapons. Licensee has two guinea pigs enclosed in cage inaccessible to the children. LPA observed a smoke detector/Carbon monoxide detector inside the kitchen and the Fire Extinguisher 3A:40BC inside the garage.

LPA reviewed a random selection of Emergency Information Cards(LIC700) and they were complete and updated. LPA reminded Licensee of the applicable civil penalties for those adults who have not received fingerprint clearances, are not associated to the license and who comes in contact with or provide care and supervision to the children. Penalty amounts: $100.00 per person per day, minimum of $100.00 to a maximum of $500.00 per person for an initial violation and a minimum of $100.00 to a maximum of $3000.00 per person for any subsequent violation within a 12-month period.

Incidental Medical Services (IMS) policy was discussed. The Licensee stated that she does not have take care of children who are ill. For IMS information see Evaluator Manual – Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to Department. Licensee has an area where sick children can be isolated from the while waiting for parent pick up.
Licensee has current Mandated Reporter Certificate. The last Mandated Reporter Certificate expires for Licensee is 7/5/2022. LPA discussed Senate Bill 792, Assembly Bill (AB) 1207 (Mandated Child Abuse Reporting Training) which is required training that began on January 1, 2018 and requires renewal every two years, AB 633 was discussed with applicant Licensing forms, Title 22 regulations, can be obtained through the internet at www.ccld.ca.gov. Mandated Reported Training can be accessed at www.mandatedreporterca.com.

Licensee has a current Pediatric CPR and First Aid card which expires in 12/2021.

No deficiencies issued during today's inspection.

LPA conducted an exit interview with the Licensee prior to the conclusion of today's inspection and the Licensee agreed to submit copies of CHILDREN'S ROSTER. SLEEPING CHECKLIST for INFANTS UNDER TWO YEARS OLD and DISASTER DRILL. LPA reviewed Children's Roster during visit.

LPA conducted an exit interview with the Licensee . LPA discussed and left a copy of Pin 20-24-CCP, RECENTLY APPROVED SAFE SLEEP REGULATIONS IN EFFECT. Discussed that all INFANTS UP TO 12 MONTHS OF AGE MUST HAVE AN INDIVIDUAL INFANT SLEEPING PLAN (LIC9227) OF FILE, WHICH WILL DOCUMENT THE INFANTS SLEEPING HABITS, USUAL SLEEPING ENVIRONMENT, AND THE INFANT ROLLING ABILITIES.

LPA discussed the requirements of AB 633 with the Licensee. The Licensee understands the AB 633 fact sheet/copy of Acknowledgement of Receipt of Licensing Reports (LIC 9224). LPA discussed "zero tolerance" related regulations with the Licensee and advised the Licensee of the assessment of an immediate $500 per day civil penalty for any violation of a "zero tolerance" related regulation. An ongoing civil penalty of $100 per day continues until the violation(s) is corrected.

A copy of this report was provided to the facility at the conclusion of the inspection.

A NOTICE OF SITE VISIT WAS ISSUED, POSTED NEAR THE FRONT ENTRANCE TO THE HOME, AND MUST REMAIN POSTED FOR 30 CONSECUTIVE DAYS.
