25 | Licensing Program Analyst (LPA) Oscar Huang conducted an unannounced case management visit to the home today. LPA met with Licensee Yao-Chen Chang and explained the nature of today's visit to her. Licensee has requested to increase her licensed capacity to 14 children. LPA noted that licensee was licensed at the same location started on 09/10/2020, and is thus eligible to apply for the capacity increase. LPA observed licensee, her husband, and 1 day care preschooler in the home during today's visit. Days and hours of operation are Monday - Friday from 8:30 AM to 6:00 PM. Licensee owns the house. The adults that reside in the home are the Licensee, her husband, her two adult children, and a tenant.
A review of staff records on 10/02/2023 indicates that all Facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
LPA observed Licensee and her husband have current CPR and First Aid certifications which are expiring 12/2023. LPA observed a current roster of the children and a fire and disaster drills log which is to be done at least once every six months. The last drills were conducted on 08/21/2023. |
