25 | After waiting 20 minutes outside the entrance, Licensing Program Analyst (LPA) Kate Huang met with Licensee, Zhang, Zhifeng for an unannounced annual inspection. LPA explained the nature of today’s inspection to Licensee. Present were licensee, one assistant, one woman who was identified as licensee's friend, licensee's two children including one infant and one preschooler, and 9 children in care including 2 infants and 7 preschooler. Days and hours of operation are Monday to Friday, 8:00 am to 6:00pm. The adults that reside in the home are licensee and her spouse.
LPA toured the indoor and outdoor areas of the home with the licensee during today’s inspection. Required posting materials were observed outside the entrance of the home. LPA noted that there were sufficient materials, toys, and play equipment available for the daycare children. During nap time at around 2:30 PM, LPA observed an infant sleeping in a crib in the bedroom with a loose blanket.
During the inspection, LPA observed a woman, identified as the licensee’s friend, holding an infant in the backyard. When questioned, the licensee explained that she hadn’t heard the LPA knock because she and the friend were outside while children were sleeping in the living room. LPA checked the woman was listed on the licensee’s guardian, however neither she nor the licensee could provide her immunization records.
The home has central heating, cooling, and proper ventilation to ensure the comfort of the children. Indoor furniture and equipment were observed to be age-appropriate, in good condition, and free of sharp edges, loose parts, or pointed objects. No disinfectants, cleaning solutions, poisons, or other hazardous items were observed to be accessible to children.The bathroom used by the children was in proper working condition, with clean and operable toilets and faucets.
The facility’s outdoor area is enclosed with appropriate fencing. LPA observed a play structure with a slide. LPA asked licensee the ages of children allowed to play in the structure. According to licensee, children over 3 year's old can use the slide. LPA advised licensee to follow manufacturer's age recommendations. No manufacturer's manual was reviewed. Licensee is advised to have manufacturer's information and use instructions available for review at the facility.
