Licensing Program Analysts (LPAs) Harsimran Kaur and Mel Matos conducted an unannounced case management inspection in response to a capacity increase and playground addition request received from the Facility. LPAs met with Board Member Zhen Zhen Li, and Siqi "Selene" Li, Director, and explained the nature of today's inspection.

The Preschool Program is open Monday through Friday from 8:00AM to 5:30PM serving preschool children ages 2-6 years old in Rooms 2 & 3. The Infant Center is open Monday through Friday from 8:30AM to 5:30PM and serves children ages 0 - 2 years old in Room 1. The Facility also has a licensed infant program (Facility #: 434416366) on the same premises in Room 1 only.

A fire clearance approval from the Santa Clara Fire Department was granted for 60 preschool children which was received prior to today's inspection. LPAs toured and measured the indoor and outdoor areas of the Facility during today's inspection.

Indoor Activity Space:

ROOM 2:
Area A: (21.629 x 16.795 = 363.259) minus 60.536 (encumbered space) = 302.723
Area B: 21.676 x 14.770 = 320.155
Area C: (35.499 x 18.907 = 671.180) minus 128.798 (encumbered space) = 542.382

ROOM 3:
(28.707 x 37.736 = 1,083.287) minus 143.109 (encumbered space) = 940.178

TOTAL INDOOR SPACE = 2,081.478 sq. ft. divided by 35 = 60 preschool children

Facility has 4 sinks (60) and 4 toilets (60) available for the children. The sinks used by children only have cold running water. Staff have a separate bathroom which is located in Room 3. Facility has a separate bathroom for sick children to use if needed. Sick children will be isolated at the director's desk and the isolation equipment will be provided. Staff and children's bathrooms are clean, sanitary, and operable.

Facility has 4 sinks (60) and 4 toilets (60) available for the children. The sinks used by the preschool children only have cold running water. Staff have a separate bathroom which is located in Room 3. Facility has a separate bathroom for sick children to use if needed. Diaper changing is provided for the younger preschool children. LPAs observed a changing table (in Room 2) has raised sides (3 inches in height) and is within an arm's reach of a sink. LPAs observed containers with tight-fitting lids for solid waste and diaper disposable. First aid supplies are stored in each Room and inaccessible to children. Cleaning supplies are stored on high shelves and in the off-limits staff bathroom. LPAs observed smoke/carbon monoxide detectors and appropriate lighting in each classroom. The Facility has central heating/air conditioning. Any medications are inaccessible to children and stored in a locked cabinet at Director's desk.

LPAs observed that the facility is clean. Director understands that the Facility must be kept free of flies, other insects & rodents. LPAs observed that all furniture and equipment are in good condition and safe for the children. Drinking water will be readily available for the children indoors via filtered water pitchers, reusable water bottles, and drinking fountains. The Facility does not provide transportation.

The Facility serves AM/PM snacks and lunch to the preschool children. There is an off-limits kitchen for food preparation. The kitchen is clean and equipped with hot and cold running water, refrigerator, rice cooker, and storage space for food. Disposable utensils and plates will be utilized by the Facility.

There are 7 tables, 31 chairs, 50 cubbies, and 39 cots for the children. There is adequate equipment, supplies, and toys for the preschool children in the Facility.

Preschool playground has space for 23 children. There is not enough space for the requested capacity of 52 preschool children. Director agreed to reduce the requested capacity to 46 preschool children.

LPAs observed that the playground space is are surrounded by appropriate fencing. Drinking water is provided via pitchers and reusable water bottles. Children in the infant program will be entering at the front entrance and the preschool children enter the Facility through the entrance. There are adequate equipment, supplies, and toys for the preschool children in the playground area. There is a play structure in the playground space that is safe and secure for the preschool children. The playground equipment is age appropriate and rubbing padding is used as resilient materials underneath and surrounding the play structure. Shade is provided by trees and building overhangs throughout the playground area. LPAs did not observe any bodies of water during today's inspection.

Director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.


Exit interview conducted and report was reviewed with Director, Siqi "Selene" Li. LPAs advised Director that a license for 46 preschool children will be approved pending the completion of following items and a follow up inspection:

- Updated Application for a Child Care License (LIC 200A)


- Updated Facility sketch has been submitted
- Waiver request for lack of outdoor space has been submitted
- 15 additional children's chairs have been obtained by the Facility
- Seven additional cots have been obtained by the Facility
- Two additional tables have been obtained by the Facility
- Management's review and approval
