On 09/13/2022 at 09:20 AM, Licensing Program Analysts (LPAs) Susy Cervantes and Marilou Monico conducted an announced pre-licensing inspection to the facility today. LPAs met with Zhen Zhen Li, owner, and Selene (Siqi) Lee, Site Director, and explained the nature of today's inspection. The Applicant has applied for a preschool (#434416365) and infant (#434416366) license on the same premises.

The Infant Center will operate Monday through Friday from 8:30AM to 5:30PM, serving children ages 0 - 2 years old. The infant program will be utilizing room 1.

A fire clearance approval from the Santa Clara Fire Department was granted for 46 children which was received prior to today's inspection. LPAs toured and measured the indoor and outdoor areas of the facility during today's inspection.

Indoor Activity Space:

ROOM 1:
37. 167 x 16.333 = 607.048 sq ft minus 97.163 (encumbered space)
TOTAL INDOOR SPACE = 509.885 sq. ft. divided by 35 = 14 children

Facility has 2 sinks (30) available for the children. The sinks used by children only have cold running water. Staff have a separate bathroom which is located in Room 3. Facility has a separate bathroom for sick children to use if needed. Sick children will be isolated at the director's desk and the isolation equipment will be provided. Staff and children's bathrooms are clean, sanitary, and operable.

LPAs observed a changing table in room 1 that has raised sides (3 inches in height) and is within an arm's reach of a sink. LPAs observed containers with tight-fitting lids for solid waste and diaper disposable. First aid supplies are stored in each classroom and inaccessible to children. Cleaning supplies will be stored on high shelves, in the off-limits staff bathroom. LPAs observed functioning smoke/carbon monoxide detectors in each classroom. The facility has central heating/air conditioning. Medications will be locked in a lock box and will be stored in a locked cabinet at Director's desk.

LPAs observed that the facility is clean. Zhen Zhen understands that the facility must be kept free of flies, other insects & rodents. LPAs observed that all furniture and equipment are in good condition and safe for the children. Drinking water will be readily available for the children indoors via filter water. Transportation will not be provided by the facility.

The facility will serve AM/PM snacks and lunch to the children. There is an off-limits kitchen for food preparation. The kitchen is clean and equipped with hot and cold running water, refrigerator, rice cooker, and storage space for food. Disposable utensils and plates will be utilized by the facility. There is 1 table, 11 chairs, 10 cubbies, 4 cribs, 2 high chairs, and 5 cots for the children. There is adequate equipment, supplies, and toys for the preschool children in each classroom.

OUTDOOR MEASUREMENTS:

32.167 x 10.083 minus 8 (encumbered space) = 320.53 sq ft
TOTAL OUTDOOR SPACE = 320.53 sq. ft. divided by 75 = 4 children

Infant playground has space for 4 children. There is not enough space for the requested capacity of 8. As a result, the facility will need to request a waiver for reduced capacity.

LPAs observed the playground is fully fenced which meets the height requirements. Shade is provided by building overhangs. The area is cushioned with material (turf) that will absorb a fall. Drinking water will be provided via pitchers and individual bottles. LPA's observed a pond outside of the front of the building, LPAs informed applicants that they will need to fence off the pond or fill it up with rocks and/or soil. Children in the infant program will be entering at the front entrance and the preschools will enter through the back.

Owner was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPAs discussed the safe sleep regulations with owner, Zhen Zhen Li and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed owner of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platform. Exit interview conducted and report was reviewed with owner, Zhen Zhen Li. LPAs advised owner that a licensure for 8 infants will be approved pending the following items:

- Napping area needs to have partitions (plexi glass) LPA's provided regulation for napping area


-Pond needs to be drained and filled with rocks and/or soil
- Management's approval
