Licensing Program Analysts (LPAs) Harsimran Kaur and Mel Matos conducted an unannounced case management inspection in response to a capacity increase and playground addition request received from the Facility. LPAs met with Board member Zhen Zhen Li and Siqi "Selene" Li, Site Director, and explained the nature of today's inspection.

The Infant Program is open Monday through Friday from 8:30AM to 5:30PM and serves children ages 0 - 2 years old in Room 1. The Facility also has a licensed preschool program (Facility #: 434416365) on the same premises in Rooms in Rooms 2 and 3.

A fire clearance approval from the Santa Clara Fire Department was granted for 12 infants which was received prior to today's inspection. LPAs toured and measured the indoor and outdoor areas of the facility during today's inspection.

Indoor Activity Space:

ROOM 1:
37.167 x 16.333 = 607.048 sq ft minus 97.163 (encumbered space) = 509.885

TOTAL INDOOR SPACE = 509.885 sq. ft. divided by 35 = 14 infant children

The Facility has 2 sinks (30) available for the infant children. The sinks used by the infant children only have cold running water. Staff have a separate bathroom which is located in Room 3. Facility has a separate bathroom for sick children to use if needed. Sick children will be isolated at the director's desk and the isolation equipment will be provided. Staff and children's bathrooms are clean, sanitary, and operable.

LPAs observed a changing table in Room 1 that has raised sides (3 inches in height) and is within an arm's reach of a sink. LPAs observed containers with tight-fitting lids for solid waste and diaper disposal in Room 1. First aid supplies are stored in Room 1 and inaccessible to children. Cleaning supplies are stored on high shelves and in the off-limits staff bathroom. LPAs observed functioning smoke/carbon monoxide detectors in Room 1. The Facility has central heating/air conditioning. Any medications are inaccessible to children and stored in a locked cabinet at Director's desk.

LPAs observed that the facility is clean. Director understands that the Facility must be kept free of flies, other insects & rodents. LPAs observed that all furniture and equipment are in good condition and safe for the children. Drinking water will be readily available for the children indoors via filtered water and reusable water bottles. Transportation is not provided by the Facility.

The Facility serves AM/PM snacks and lunch to the children. There is an off-limits kitchen for food preparation. The kitchen is clean and equipped with hot and cold running water, refrigerator, rice cooker, and storage space for food. Disposable utensils and plates is utilized by the Facility. There is 1 table, 12 chairs, 20 cubbies, 4 cribs, 2 high chairs, and 8 cots for the children. There is adequate equipment, supplies, and toys for the preschool children in Room 1.

OUTDOOR MEASUREMENTS:


New outdoor space - (closer to front sidewalk area):

19.250 x 9.8333 = 189.285

Existing outdoor space - (closer to front entrance):
32.167 x 10.083 minus 8 (encumbered space) = 320.530 sq ft

TOTAL OUTDOOR SPACE = 320.530 add 189.285 = 509.815 sq. ft. divided by 75 = 6 children

Infant playground has space for 6 children. There is not enough space for the requested capacity of 12. As a result, the facility will need to request a waiver for reduced capacity.

LPAs observed the outdoor playgrounds are adequately fenced and gated. LPAs observed that the gate to the new outdoor space is not self-latching and thus does not close properly. LPAs observed that the gate to the existing outdoor space gets "jammed" (possible expansion of the wood) and can be difficult to open and close. Shade is provided by building overhangs and trees. The playground areas are cushioned with artificial turf that can absorb a fall. Drinking water is provided via filtered water pitchers and reusable water bottles. Children in the infant program will be entering at the front entrance and the preschools will enter through the back.

Director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPAs discussed the safe sleep regulations with director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed owner of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Exit interview conducted and report was reviewed with Director Siqi "Selene" Li. LPAs advised Director that a license for 12 infant children will be approved pending the completion of the following items and a follow up inspection:

- Waiver request for lack of outdoor space has been submitted


- Entrance gates to both playgrounds need to be fixed
- Management's review and approval.
