On May 28, 2026, Licensing Program Analyst (LPA), Marilou Monico, made an unannounced complaint inspection to deliver investigation findings for the above allegation. LPA met with Site Director, Lisa Alvarado, and explained the purpose of today's inspection. LPA toured the facility and a census was taken.

During the course of this investigation, LPA conducted observations and interviewed staff, children, the reporting party, the parent, and the child abuse specialist. Additional information was obtained from the child's pediatrician. Photos and other relevant documents were also collected.

Based on interviews, it was reported that a child (C1) sustained a red welt resembling a handprint on the right side of the child’s thigh. The mark was observed by the parent a few hours after picking up the child from the daycare on March 19, 2026. The child was examined by their pediatrician on March 21, 2026; however, by that time the marks were no longer visible.

Interviews with staff indicated that no one observed any marks on C1's body before or during diaper changes, and staff denied witnessing any incidents of staff harming children.

Children who were present at the center on March 19, 2026, were interviewed and stated they had not observed staff harming children.

Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is UNSUBSTANTIATED.

Per Title 22, Division 12, of the California Code of Regulations, no deficiencies are cited.

Exit interview conducted and report was reviewed with Site Director, Lisa Alvarado. Appeal rights were provided.

A Notice of Site Visit was issued and must remain posted for 30 days.
