Licensing Program Analyst (LPA), Stephanie Collins met with Site Director, Nikki Hufana and inform her of the nature of the inspection. Licensee is requesting a change of capacity. The preschool is applying for an decrease in the capacity from 67 to 55 preschool students. they will be subtracting Room #11 (Monke- room) from the total square footage as well. Hours of operation will be from 8:00 AM to 6:00 PM Monday through Friday. LPA toured the facility both indoors and outdoors.

Room 12(Frog) 22.913 x 21.913 = 502.093 minus 149.041 (encumbered space) = 353.052
Room 13 (Owl) 30.415 x 29.249 = 889.608 minus 107.946 (encumbered space) = 781.662

PRESCHOOL INDOOR SPACE TOTAL = 1,925.099 sq. ft. divided 35 sq. ft. = 55 children

LPA observed that Tulip Kids has heritage program running on-site and the program uses different classrooms from the preschool program.

LPA reviewed with Applicant Representative the violations that would result in an immediate assessment of civil penalty in the amount of $500. Applicant Representative is encouraged to visit the Department’s website at www.cdss.ca.gov [Shortcut: www.ccld.ca.gov] to access resources for Providers, Regulations, Adoptions of new laws, pay annual fees etc.

Beginning January 1, 2019 AB2370 requires licensed homes and centers to share information on the risks and effects of lead exposure with enrolling and re-enrolling families. LPA reviewed and provided a copy of the “Lead Poisoning Facts Information Flyer." Provider Notice Information (PIN) summary for Child Care Center lead testing of drinking water and backup generator safety requirements were provided.

There are 8 toilets (120) and 9 sinks (135) available for preschool children. Only cold water is available in the children's sinks. Staff have separate bathroom located next to the director's office. Sick children will be isolated in the director's office and isolation equipment will be provided. The sick children will use the staff bathroom if needed. The sick children will be accompanied by a staff member. LPA observed no fireplaces at the Facility. First aid supplies are stored in each room and in the director's office inaccessible to children. The facility will be administering medication and there is a cabinet in the director's office for the storage of medication. The center will be providing morning and afternoon snacks and lunch will be provided by parents. There is a food preparation area located at the staff lounge and is equipped with refrigerator, microwave, dishwasher, and a sink with hot and cold running water. Sanitation is by the dishwasher. LPA observed functioning carbon and smoke detectors at the facility. LPA observed trash cans with tight fitting covers throughout the facility for the disposal of solid waste. Site Director states that there are no weapons on the premises. Drinking water indoor is via individual water bottles.

New fence in yard was observed measuring 4 feet and above. Shade is provided by canopy and a trees. Drinking water is available in the playground via drinking fountain. There is adequate equipment, supplies, and toys for children outdoor. LPA did not observe any bodies of water. LPA observed resilient material under climbing structures and swings to absorb falls. Transportation will not be provided by the Facility. There is a working telephone which is (669) 377-5774.

This report was review with director, Notice of Site Visit Post for 30 days> No violations observed.

Decrease in capacity is approved per Management's review and approval
