Licensing Program Analyst (LPA) Samantha Yip conducted an unannounced Annual/Random inspection. LPA met with Site Director Mitzy Garcia-Freeman and explained the reason for the inspection. Present during today's inspection 40 infants and at least 12 staff. The center has a wavier to allow the preschool and infant program to share the Room 125 and Room 101. S-1 and S-2 were in Toddler 3 Room. S-1 does not have proof of completion of child development course and S-2 does not have completion of 3 semester units in infant care.

There is an area to post required postings, such as license, notification of parent's rights, and car seat law. LPA reviewed sign in/out sheet.

LPA toured the inside and outside of the center with Director. All disinfectant, cleaning supplies, and other items that could pose a risk to children were inaccessible. There are toys and equipment for children. There were no baby walkers observed during today's inspection. Changing table is within arms reach of a sink. Napping area is physically separated from activity area. Trash can for waste have a tight-fitted lid. There is a fully charged fire extinguisher, smoke detector, and carbon monoxide detector. The last disaster drill was conducted on 07/22/2024. Director stated that there are no weapons, such as firearms, stored on the premise.

The outdoor activity area is fenced. Shaded rest area is provided through canopy. Areas around play structure has resilient material. There were no bodies of water observed during today's inspection.

LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA checked the sleep check log, which has the date and the staff who checked the infant. LPA discussed with Director about infants who are 12 months and younger need to be placed in a crib unless they can climb out.

The center only provides snacks to infants 1-2 years old. Menu was observed to be posted. There is a fridge in Infant 1 and Infant 2. Bottles and food containers brought from home were observed to have the child's name and date on it. LPA reminded Director to ensure that all bottles and containers have the date on it. Drinking water is provided through individual water bottles.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and
administrative records. C-1 had a prescription medication, but the original packaging was not present. Staff contacted parents during inspection to obtain a picture of the box and will provide the box to the center this evening.

A copy of the facility roster was obtained. Six (6) children's files were reviewed during today's inspection. The records reviewed include but not limited to admission agreement, needs and service plan, and individual infant sleep plan. LPA reminded Director that needs and service plan needs to be signed by the parent. LPA also observed that one infant did not have Section D of the LIC 9227 filled out.

Nine (9) staff files were reviewed during today's inspection. The records reviewed include but not limited to education credit, Health Screening, and Mandated Reporter training. There is at least one staff with a valid CPR/1st Aid, which expires on 08/31/2025. LPA discussed with Director about the conversion of quarter and semester units.

All staff present have cleared criminal record, child abuse index, or exemption. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

The center will submit the following:
- C-1's box for prescription
- LIC 9927 for C-2
- signed Needs and Service Plan for C-3
- transcript for S-1

As a result of this inspection, a Type B citation was issued. Exit interview conducted and report was reviewed with Director Mitzy Garcia Freeman. A notice of site visit has been issued and must remain posted for 30 days.
