Licensing Program Analysts (LPAs) James Santos and Marilou Monico conducted an unannounced case management inspection of the facility today and met with Licensee, Manali Doshi. The inspection is in response to facility’s request for an increase in the Preschool License capacity from 73 to 125 preschool children. Fire inspection was conducted on 10/5/2022 and clearance granted and approved for the capacity increase.

The Preschool Program will operate Monday through Friday from 7:00 AM to 6:00 PM in classrooms 11 through 17.

LPAs toured and measured the indoor and outdoor areas of the facility during today's inspection.

Facility has 14 sinks (210), 9 toilets (135) available for the children. Staff bathrooms are located outside Building 3. The sick children will be using one of the staff bathrooms (women's) if needed and will be accompanied by staff. Sick children will be isolated in the office and isolation equipment will be provided. Staff and children's bathrooms are clean, sanitary, and operable.

LPAs observed containers with tight-fitting lids for the disposal of solid waste. First aid supplies are stored in each classrooms and in the office inaccessible to children. Cleaning supplies are stored in the laundry area. LPAs observed fire extinguishers, smoke/carbon monoxide detectors and appropriate lighting in each classroom. Medications will be stored in the classrooms and in the office.

LPAs observed that all furniture and equipment indoors are in good condition and safe for the children. Drinking water will be readily available for the children indoors via individual water bottles. Transportation will not be provided by the facility.

The facility will serve breakfast, lunch, morning and afternoon snacks. There is an off-limits kitchen for food preparation located in Building 4. The kitchen is equipped with refrigerator, microwave, stove, oven, dishwasher, and a sink with hot and cold running water.

There are 25 tables, 126 chairs, 160 cubbies, 20 hooks, 70 cots and 8 mats for the children. There is adequate equipment, supplies, and toys for the preschool children in each classroom. Some of the children will be coming on a part-time basis and will not nap at the center.

LPAs observed the playgrounds are fully fenced which meet the height requirements. Shades are provided by a tree, canopies, and building overhang. The play structures are cushioned with material (tanbarks and synthetic grass) that will absorb a fall. Drinking water will be provided via individual water bottles. No bodies of water were observed.

This facility provides Incidental Medical Services - IMS. LPAs reviewed storage of medication and equipment/supplies, and reviewed children's personnel and administrative records. Licensee was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPAs received two waiver requests from Licensee for preschool playground.


No deficiencies cited. Exit interview conducted and report was reviewed with Licensee, Manali Doshi. LPAs advised Licensee that a license for 125 Preschool children will be submitted to Licensing Management for the final stage of approval.
