25 | On 10/24/25, Licensing Program Analyst(LPA) Anna Morales conducted an Annual Inspection and was greeted by Licensee Tahira Khurram and her husband. Licensee stated that she, her husband and son are the only adults who reside at the facility. LPA observed four preschool aged children and one infant over 15 months under the supervision of the Licensee and two staff. Licensee was operating within her capacity and ratio requirements. LPA observed the required postings, including the facility license. Days and hours of operation are Monday through Friday from 8:00am-6:00pm. Licensee stated that she may offer day care on Saturdays and Sundays with the same hours, if needed.
Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
LPA toured the indoor and outdoor areas of the home with the Licensee during today's inspection. LPA observed sufficient materials, toys, and play equipment for the day care children. LPA did not observe any wall heaters inside the home. There are no stairs inside the home. The OFF LIMIT AREAS are bedroom 1, master bedroom, master bathroom, kitchen, and dining area, are inaccessible by closed and/or locked doors and visual supervision. The ISOLATION AREA is the front bedroom in the ADU. Licensee has converted the garage to an accessory dwelling unit(ADU). LPA inspected the ADU which consists of living room, (2) bedrooms, bathroom, and a kitchenette. Children have access to the fenced backyard. LPA observed age appropriate toys. No bodies of water were observed. LPA observed a charged Fire Extinguisher and working Smoke/Carbon Detector. The Licensee states that she does not have any pets or weapons in the home. All detergents, cleaning compounds, medications, and other similar items are inaccessible to children.
