Licensing Program Analysts (LPAs) Marilou Monico and Kassandra Medrano met with Vice Principal, Kellie Ann Arnett and Barbara Graves, Stratford's Senior Director of Licensing, for the purpose of conducting a Case Management Inspection. The facility submitted an application to change the capacity from 120 to 264 children and adding classrooms and an additional playground to the license. Fire clearance was approved on July 19, 2023. The Preschool Program operates Monday through Friday from 7:00 AM to 6:00 PM, serving children ages 2 years old to 5 years old. LPAs toured the facility during today's inspection as well as measured the space available for the children.
The following indoor measurements were taken today 7/28/2023:
Classroom 102: 32.333 x 27.333 = 883.757 minus 58.015 (encumbered space) = 825.742
Classroom 103: 31.917 x 27.500 = 877.717 minus 54.826 (encumbered space) = 822.891
Classroom 104: 31.917 x 27.500 = 877.717 minus 68.14 (encumbered space) = 809.577

The facility has 19 toilets (285), 6 urinals (90) and 27 sinks (405) available for the children. The sinks used by children only have cold running water. The staff bathrooms are located in Wing 4 adjacent to the Principal's Office. Sick children will use the bathroom located in the Nurse Office in Wing 4. The isolation area for sick children will also be in the Nurse Office and isolation equipment will be provided. Staff and children's bathrooms are clean, sanitary, and operable. LPAs observed containers with tight-fitting lids for the disposal of solid wastes. First aid supplies are stored in each classroom inaccessible to children. Cleaning supplies are stored in the kitchen and are inaccessible and out of reach of children. LPAs observed smoke and carbon monoxide detectors, fire extinguishers, and appropriate lighting in each classroom. The facility has central heating and air conditioning. LPAs observed that all furniture and equipment indoors are in good condition and safe for the children. Drinking water is readily available for the children indoors via water dispensers and disposable cups. There are 44 tables, 264 chairs, 275 cubbies, and 249 cots for the children. There is adequate equipment, supplies, and toys for the children in each classroom. Facility can use the Multipurpose Room (Room 1) which is in Wing 1.

The following outdoor measurements were taken today 7/28/2023:
Playground 2: (91.167 x 123.083= 11,221.107) + (28.000 x 7.667= 214.676) + (28.000 x 13.333 = 373.324) = 11,809.107

The following measurements for playground 3 were measured on 8/24/2021 by LPAs Collins and Mac:

Playground 3:105.58 x 62.67 + 51.75 x 133.92 minus 314.20 (encumbered space) = 13,232.86
TOTAL PRESCHOOL OUTDOOR SPACE: 25,041.967 sq. ft. divided by 75 sq. ft. = 333 children
Barbara was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPAs observed that the playgrounds are surrounded by appropriate fencing and the outdoor surfaces are safe. LPAs observed synthetic grass under and around the climbing structures in Playgrounds 2 and 3. Shade is provided by trees, canopies, and building overhang. Drinking water outdoor is provided via water dispenser and disposable cups. No bodies of water were observed.

LPAs advised Barbara that a license for 264 preschool children will be granted pending the receipt of the following items:
1) Photos documenting Classrooms 102 thru 107 are fully set up and cleaned
2) Submit updated play ground schedules
3) Submit updated play ground waiver request
4) Submit updated facility sketches
5) Approval from Community Care Licensing Management.

Exit interview conducted and report was reviewed Barbara Graves, Stratford's Senior Director of Licensing.

There were no deficiencies cited.

A NOTICE OF SITE VISIT WAS GIVEN AND MUST REMAIN POSTED FOR 30 DAYS.
