Licensing Program Analysts (LPAs), Cortney Nelson and Jessica Bongardt, met with Director, Neda Ghahghahi, for an unannounced Required- 3 Year Inspection. LPAs were granted access to the facility by Vice Principal, Kellie Ann, and toured both indoors and outdoors during the inspection. Upon arrival, there were fifty six (56) children and eleven (11) staff members present, which is compliant with the facility license capacity and ratio requirements. LPAs observed all required postings near the entrance to the facility and the hours of operation are Monday – Friday, 7:00AM-6:00PM.

LPAs reviewed sign-in/out, facility roster, and fire/disaster drill log during today’s inspection. Sign-in/out was observed to be completed digitally using Procare, and LPAs advised the application shall prompt for full legal signature as it currently utilizes a QR code and individualized PIN. LPAs advised process for waiver submission for use of PIN instead of prompting for signature. The last fire drill was conducted on 1/15/2024, which is compliant with the six-month requirement for facilities. LPAs observed a fully charged 3A40BC fire extinguisher (last serviced: 11/2023) in each classroom that was visited and built in fire system with smoke and carbon monoxide detectors. The Director states that there are children in care who requires Incidental Medical Services (Inhaler) and currently administers medication at this time. LPAs observed that all medication is properly stored in the school office, out of reach of children, with the proper documentation. There are no weapons or firearms on the premises.

This facility provides Incidental Medical Services – IMS. LPAs reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and
administrative records.

Indoor areas of the facility were inspected by the LPAs today and observed to be clean, orderly, and safe for the day care children. Neda states that rooms 102-107 and 502 are not currently in use due to low enrollment. LPAs toured the rooms and observed that they are vacant and not in use. All other classrooms were actively in use by children in attendance and LPAs observed children engaged in activities such as science exploration, singing during music lessons, and eating snack. There is sufficient age-appropriate materials, toys, and play equipment in the classrooms and furniture is in good condition and safe for children. The floors were clean and free of tripping hazards. Drinking water is readily available for children via Brita water dispensers in addition to water bottles from home. Staff and children’s bathrooms are clean, sanitary, and operable. There is a separate child bathroom located in the office, which an isolated child can use if necessary. There is a working telephone in the facility.

The outdoor areas of the facility, playground 2 and playground 3, were inspected and observed to be fenced in. The playgrounds are for children ages 2-5 and Neda states that the children alternate use between both playgrounds throughout the day. The facility additionally has a waiver in place for shared use of playground 2 between the preschool and the TK/K children. LPAs observed all conditions were met during today's inspection as no commingling was observed. Both playgrounds are in good condition, age-appropriate, and have sufficient resilient materials (turf) to absorb falls. No outdoor bodies of water were observed during today’s inspection. Shaded rest area is provided by canopy and large trees and water is provided outdoors to children via water cart equipped with water bottles and water dispensers.

The facility offers a full day program and provides AM/PM snack and lunch to children. Lunch is available through vendor, Fresh Choice, however children are also welcome to bring their own lunch as well. LPAs observed the snack menu is in writing, with portion sizes indicated, and posted at least one week in advance, accessible to authorized representatives in the office and the children's classrooms. The kitchen/storage area is clean and free of litter and rubbish. Neda states that lunches from Fresh Choice are dropped off daily and LPAs observed there is a hot and cold storage area for maintaining the food throughout the day.

Five (5) children’s files and five (5) staff files were reviewed during today’s inspection and all required documents were present. There is at least one staff member present with current CPR/First-Aid that expires 9/2024 and all staff members had current Mandated Reporter training certificates. LPAs reminded that the Mandated Reporter Training must be renewed by all staff every 2 years.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for
drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. The facility completed water lead testing on 7/2/2022 and no action level exceedances (ALE) were found.

The facility has a waiver for associated criminal record clearance and LPAs observed all personnel are affiliated to Stratford School (#434404336).

Licensee was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Neda understands that she shall be on the premises during the hours the center is in operation and that children at the center shall be visually supervised at all times. LPAs reminded that there shall be at least one person with valid CPR and First-Aid certifications on site at all times.

Exit interview conducted and report was reviewed with the Director, Neda Ghanghahi.

As a result of today’s inspection, no deficiencies were cited.
