Licensing Program Analyst (LPA) Oscar Huang contacted Owner, Bonnie Li by phone to inform and discuss the above allegations with her.

Based on interviews and LPA's own observations, the staff forced a child to use the bathroom that they did not want to, and an expired food was stored in the refrigerator. The preponderance of evidence standard has been met, therefore the above allegations are found to be SUBSTANTIATED.

Based on interviews and LPA's own observations, the allegations listed above could not be proved or disproved.

LPA concludes that although the allegations may have happened or are valid, there were not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the above allegations are UNSUBSTANTIATED.
