Licensing Program Analysts (LPAs) Anna Morales and Shine Yu conducted an ANNUAL REQUIRED INSPECTION and was greeted by Director Debanjali Banerjee.
LPA's observed Facility's License, Notification of Parents’ Rights Poster, Child Car Seat Law, Personal Rights (LIC 613A), Emergency Disaster Plan, Daily Activity Schedule, and Earthquake Preparedness Checklist on the postings board. The last Disaster Drill was conducted on January 2025. The facility has a Playground waiver on file which is posted. The Infant Program utilizes Infant Rooms, Narmada.

Current Hours of operation is Monday - Friday, 8:30 am to 6:00 pm, LPA's conduct the inspection with director and toured the indoor and outdoor areas. LPA's observed that the facility was operating in compliance with teacher to children ratio requirements during today's inspection. Cleaning products, disinfectants, sharp objects were stored inaccessible to children. Any poisons are locked. Furniture and equipment were observed to be age appropriate and in good condition. LPA's observed a diaper changing table with hand washing sink right next to the table. Floors were clean. LPA's observed trash cans with tight fitting lids for the disposal of solid waste in the room. Fire extinguisher was served on 3/18/2024. The working smoke and carbon monoxide detectors were observed.

Director states that there are no firearms in the facility. Director stated that they provided breakfast, lunch and earlier dinner for the program. All meals are prepared by the school kitchen. A2 Milk was kept in the refrigerator and 1% milk for child over age 2. LPAs observed that each infant has current feeding, diaper, and nap log. The center has documentation that sleeping infants were checked every 15 minutes. Diapers are being disposed appropriately. Each infant has personal items individually stored and labeled.

Outdoor activity spaces are enclosed by fencing. The playground has absorbent and resilient material underneath the play structure. Shade is provided by building overhangs. LPA's did not observe any bodies of water in the playground.

LPAs reviewed sign in and out record, and procedure. LPA reviewed 3 children's files during today's inspection. Children records reviewed include Admission Agreement, Identification and Emergency Information, Consent for Emergency Medical Treatment, receipt of Parent Rights Notice, Personal Rights Notice, Physician's Report, Medical Assessment, Immunization records, Infant Needs and Services Plan, and Infant Sleep Logs.

LPA's reviewed 4 staff files during today's inspection. Staff records reviewed include: Personnel Record, Employee Rights, Statement Acknowledging Requirement to Report Child Abuse, Health Screening Report with TB Clearance, Immunization records (Measles, Pertussis, and Influenza), proof of education qualifications, mandated reporter training certificates. Two teachers at this facility have current Pediatric CPR/First Aid certifications on file.

LPA reminded to director that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).

LPA's verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1.CCP.

LPA's referred director to the Department website for lead: Lead Toxicity Prevention and Water Testing Information.

LPA's discussed the safe sleep regulations with director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Director stated that this facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies which are inaccessible to children, and reviewed medication plans and doctor's proofs. For IMS information see PIN 22-02-CCP. Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

No deficiencies cited during visit. A notice of site visit was given and must remain posted for 30 days.
