Licensing Program Analyst (LPA) Mandeep Kaur conducted an unannounced complaint investigation. LPA met with Site Director, Jetalben Patel and explained the complaint allegation to her. LPA also toured the indoor areas of the Facility, reviewed staff files, and interviewed staff during today's investigation.

LPA reviewed three(3) staff files for Teacher Qualifications during the inspection today.

Site Director self-admitted to LPA that staff(S3)has been left alone in the infant room in the morning on numerous occasions with children present between 8AM-8:30AM while Site Director was a door away. Per record reviews and interview with Site Director, staff(S3) is not a qualified Teacher.

Based on record reviews, evidence, and interviews during the investigation process, the Department concludes that an unqualified staff (S3) has provided care and supervision to children in the infant room alone without having fully qualified teacher or Site Director, who was supervising the next door in preschool room. Therefore, the above allegation is SUBSTANTIATED, meaning the allegation is valid because the preponderance of the evidence standard has been met.

A "Type B" deficiency is being cited on the attached LIC 9099-D. Exit interview conducted and report was reviewed with Site Director, Jatelben Patel. Notice of site visit issued and must remain posted for 30 days. Appeal rights were provided to Site Director prior to conclusion of today's inspection.

Infant Care Teacher Qualifications and Duties: (c)To be a fully qualified infant care teacher, a teacher shall have the following:(1) Completion, with passing grades, of 12 postsecondary semester or equivalent quarter units in early childhood or child development education at an accredited or approved college or university.

(A)At least three of the units required in (c)(1) above shall be related to the care of infants or shall contain instruction specific to infants.
This requirement is not met as evidenced by: Based on record reviews, evidence, and interviews an unqualified staff (S3) has provided care and supervision to children in the infant room alone without having fully qualified teacher or Site Director, who was supervising the next door in preschool room on numerous occassions. This poses a potential risk to the health, safety or personal rights of children in care.
