On 4/22/2026, Licensing Program Analyst (LPA) Liridon Fici- Doni conducted an unannounced complaint investigation visit. LPA met with Licensee, Kamaljit Gill, and informed her of the purpose of today’s visit. LPA also gathered a census of children.

During today’s visit, LPA obtained copies of documents, and interviewed staff.

It was alleged that the licensee did not ensure that a qualified director or approved substitute director was present on the facility premises during hours of operation. Based on interviews and record review, LPA determined there is no qualified director to operate the center. LPA conducted an annual visit on 2/26/2026 and was informed there was no director who was appointed. LPA reviewed records and observed there is no qualified staff who meets the requirements to be a director. Licensee informed LPA that when the previous director left and Licensee has been trying to hire a new director.

Licensee stated she will submit a written plan to CCL by 4/27/2026 regarding the completion of the required courses to meet the director's qualifications, along with current staff to complete their Administrations and relations course to meet the Director's qualifications and to submit proof of courses completed by POC due date.

Based on observation, interviews and record review, the licensee did not comply with the section cited above by not having proper director qualification nor having other staff who is qualified to be a director in absence of the Licensee, which poses a potential health, safety, or personal rights risk to persons in care.
