Licensing Program Analysts (LPAs) Marilou Monico and Jovani Dhillon met with Site Director, Sarah Vazquez, and teacher, Neeka Juneja, for the purpose of conducting a Prelicensing Inspection. Fire clearance was approved on January 12, 2023.

The Infant Program will be operating Monday through Friday from 7:00 AM to 6:00 PM, serving children from birth to 2 years. LPAs toured the facility during today's inspection as well measured the space available for the children.

The following are indoor measurements and information:
Room 3: 39.833 x 15.000 = 597.495 minus 150.591 (encumbered space) = 446.904
TOTAL INFANT INDOOR SPACE = 446.904 sq. ft. divided by 35 = 12 children

The Infant Program has 1 portable sink available for the children and will also be used by staff to wash their hands after changing children's diapers. The sink only has cold running water. There is a diaper changing table in Room 3 that is within arm's reach of a sink. There is a staff bathroom located next to the kitchen in Room 1. Sick children will isolated in the director's office and isolation equipment will be provided. Sick children will use the staff bathroom if needed and will be accompanied by a staff member. The staff bathroom is clean, sanitary, and operable.

LPAs observed containers with tight-fitting lids for the disposal of solid waste and diapers. First aid supplies are stored in the classroom and in the director's office inaccessible to children. Cleaning supplies are stored in the upper cabinet out of reach of children. LPAs observed smoke and carbon monoxide detectors at the facility. The facility has central heating and air conditioning. Medications will be stored in a locked cabinet in the director's office.

Sarah understands that the facility must be kept free of flies, other insects & rodents. LPAs observed that all furniture and equipment indoors are in good condition and safe for the children. Drinking water is readily available for the children indoors via sippy cups and bottles. The facility will be providing morning and afternoon snacks and will be prepared in the kitchen located in Room 1. The kitchen is equipped with a sink that has hot and cold running water. The kitchen has plenty of storage spaces. Disposable dishes and utensils will be utilized by the facility. Children will bring their own lunch.

There are 3 tables, 12 chairs, 8 cubbies, 8 hooks, 6 cots, 3 cribs, and 1 high chair available for the children. There is adequate supplies and toys for the for the infants.

The following are outdoor measurements and information:
Playground 1: 26.583 x 8.167 = 217.103
41.167 x 11.667 = 480.295
8.250 x 6.917 = 57.065
1/2 (9.333 x 6.250) = 29.165
1/2 (9.417 x 13.250) = 62.387
1/2 (9.250 x 13.833) = 63.977t
Playground 1 total = 909.992
TOTAL PRESCHOOL OUTDOOR SPACE = 909.992 sq. ft. divided 75 sq. ft. = 12 children

LPAs observed that the playground is surrounded by appropriate fencing and the outdoor surfaces are safe. Shades are provided by building overhang. Drinking water outdoor is provided via sippy cups and bottles. No bodies of water were observed.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. Site Director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA Monico discussed the safe sleep regulations with Site Director and discussed the Child Care Licensing Safe Sleep webpage athttps://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA informed Site Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.



LPAs reviewed with Sarah the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

Exit interview conducted and report was reviewed with Sarah Vazquez, Site Director. LPAs advised Sarah that a license for 12 infants will be submitted to Licensing Management for the final stage of approval upon completion of the following:

1) Install at least four feet sound proof partition to separate the crib area from the activity area.

2) Purchase additional four cribs.

3) The room to be fully set-up.

4) The climbing structure in Playground 1 does not have cushioning material by the slide landing area. Sarah states she will remove the structure from the playground.

5) Sarah states she will purchase a refrigerator and microwave to be placed in Room 3.

6) Sarah to contact Licensing once all of the items above are completed.
